located near the project, which proved to help decrease
haul times and prevent heat loss during shipping of the
asphalt. "We had to build a relationship with the town
and the site had to be set up, because we had never set a
plant in that site before," Tauer said.
By the time the details of the contract were set in ink,
time was of the essence for Northeast Asphalt. "When
the job was bid it was a condensed schedule for us
getting in there to crush and get the mix designs made
and approved," said Paul Budzynski, Plant Manager for
Northeast Asphalt. "We started crushing a few days
after we were awarded the work, and we had the designs
approved two days before we started paving on the job.
So it was a tight time frame."
In accordance with the new WISDOT mix design
standard, a 2.25-inch binder course of 3 MT 58-28S was
laid first, followed by a 1.75-inch surface course of 4 MT
58-28S. Roughly 9 percent reclaimed asphalt pavement
(RAP) was used in the binder layer, and 18 percent RAP
was used in the surface course. In the end, Northeast
Asphalt recorded one of the best ride numbers in the
company's history, Tauer said. "To have those numbers
with all of the restrictions and difficulties of the project,
I think it really speaks to the quality of the work of our
crews," Tauer said. On any given day of the project, about
25 Northeast Asphalt workers could be counted on site.
Neal Atanasoff, Technical Services Manager for
Northeast Asphalt, gives credit to the company's best
practices and consistency in terms of staging and coming
off the night joints with no decrease in density. "With
as many night joints as we had because of the staging,
and not seeing a drop in density, it was a big part of our
success," Atanasoff said.

SR 67 in Bryan County
Macon, Ga.

Quite a few years had passed since SR 67 in Bryan
County, Ga., was last paved. The existing pavement,
which was pounded over the years with continuous
vehicular traffic, had severely oxidized to the point of
block cracking.
"When this pavement was milled, significant
scabbing was experienced, resulting in a milled surface
that was extremely rough," said Neal Andrews, Asphalt
Operations Manager for R.B. Baker Construction, a
division of Reeves Construction.
The company consulted with the Georgia Department
of Transportation (GDOT) and suggested a slight increase
in the depth of the 1.25-inch milling to completely
remove the 1.5-inches of existing deteriorated surface

mix. The result was a much improved milled surface to
lay a fresh 9.5 mm TPII Superpave mix on top.
The project also required grading and paving 102
unpaved roads and residential driveways that intersected
with the project, as per GDOT standards. "From the edge
of the travel lane, GDOT owns anywhere from 15 to 25
feet," Andrews said. "So you have all these residential
driveways coming out of homes that [are] within the
GDOT right of way." The company re-graded and paved
all gravel driveways in the project's path, as well as a
number of dirt roads intersecting the work zone.
R.B. Baker used 24 percent reclaimed asphalt

achieved a 55 percent improvement over the existing
pavement's IRI index. The GDOT had no punch list
of items based on final inspection and maintenance
inspection.
As added praise to the R.B. Baker Construction crew,
half of the workers had only been involved in asphalt
paving for less than one year when the project took place
in the spring of 2017, Andrews said. "They came to work
for us in August of 2016, and many of the guys had never
worked with asphalt," Andrews said. "We had them go
through an orientation and a developmental program,
which helped them. So half the guys were rookies, so
to speak, and the other half of the crew had an average
experience of more than 20 years."
