NAPA Launches

Emerald Eco-Label Tool

Easy steps to create your asphalt mixture environmental product declaration
By J. Richard Willis, Ph.D.

O

n April 1, NAPA
officially launched
its Emerald Eco-Label
program. Over the
past three years, Dr.
Heather Dylla, previously NAPA's
Director of Sustainable Engineering,
worked with a stakeholder group to
develop a program that could not
only quantify the environmental
impacts of asphalt mixtures, but also
conform to all standards that govern
the use of Type III - Environmental
Product Declarations (EPDs).
Although this work began several
years ago, the product category rules
(PCR), which govern the creation
of an EPD, were approved Feb. 14
and the web-based tool designed
for contractors to create EPDs was
verified in March.
Although some agencies are
considering EPDs, the biggest
customers currently requesting
EPDs are firms trying to receive
credits for green rating systems.
To provide your customers
with an EPD for your asphalt
mixtures, your company must first
complete the following steps:

1

Assign a primary contact for the
organization: The primary contact
for your company is ultimately
responsible for every aspect of its
involvement with NAPA's EPD
program and the Emerald EcoLabel tool. The primary contact
is required to participate in two
webinars (available on the NAPA
store at store.asphaltpavement.org)
and pass the quizzes associated
with each recording. The original
webinars were produced in March

3

leading up to the launch of the
tool. The first webinar discussed
what EPDs and PCRs are, and
how contractors should use the
tool outputs. The second webinar
discussed how to use the tool and
common mistakes seen when using
the tool. Your company's primary
contact will not be recognized by
the EPD program and Emerald
Eco-Label tool until both of these
webinars and their quizzes have
been completed. The primary
contact is expected to participate
in periodic continuing education
as changes are made to the tool.

2

Develop organizational structure:
Your primary contact oversees
the work of other individuals at
your company who may work
with the Emerald Eco-Label tool.
For example, the primary contact
may not have the mix designs or
plant energy data for every single
plant within an organization. The
primary contact gives permissions
to different individuals within
the organization to input data
into the tool. Although these
people do not have to attend both
webinars, it would be advantageous
for them to participate in the
second webinar on how to use
the tool. This ensures that quality
data is used to create the EPDs.

Collect data: To create an EPD,
specific data for each plant
is required, including energy
sources and amounts, mix design
component sources, use of warmmix technologies, mix designs,
haul distances from suppliers, and
the use of recycled materials. While
this might seem overwhelming,
NAPA and Trisight LLC have
developed a spreadsheet (www.
aspshaltpavement.org/epd) that
eases the data collection process.
The spreadsheet is designed
to tell you exactly what data
are needed to run the tool.

4

Create an EPD: Once the data
have been entered into the
tool, it's as simple as clicking a
button and the tool generates
a publishable EPD that can be
emailed or printed for a customer.
Because it is critical that NAPA's
Emerald Eco-Label program is
viewed as a transparent and
controlled system, from time to
time NAPA and Trisight will ask
for verification that the data used
to create an EPD are still valid.
Additionally, NAPA and Trisight
will conduct random audits of
EPDs to ensure that users are
correctly inputting the data.
It is NAPA's hope that the
Emerald Eco-Label will be a
tool that will ease the transition
as environmental reporting
becomes more common. AP
