One Secret to High Quality Pavements

"By carefully storing RAP in
conical piles, we prevent particles
from rolling away from the pile
and mixing with another pile,"
Plemons said. "The pile limits also
make the RAP more manageable so
we can agitate the mix frequently
and prevent particle segregation."

Quality RAP Mix Through Testing
After taking steps to ensure the
RAP is processed and the particles
in the mix are consistent, C.W.
Matthews begins testing its fresh
RAP at the plant by checking it
for gradation and asphalt content.
Each separate pile of RAP is tested
and cataloged for future use.
Depending on the quantity and
the road owner's needs, a particular
stock of RAP, based on its particle
size and asphalt content, will be
chosen for a roadway project.

HMA producers for GDOT
typically crush and screen their
RAP stockpiles prior to approval,
which often produces a more
consistent aggregate gradation
than that provided from virgin
aggregate sources, according to
Hines. Another quality control
measure used by the producers are
the in-line crusher and screens
placed prior to the RAP collar at
the asphalt plant, which helps
prevent any oversized rock from
entering the mixing drum.
For SR 60, a quantity of RAP
at the plant was chosen for the
project. Based on its testing, the
RAP was calculated into GDOT's
standardized specifications for the
mix design process, which told
contractors how much additional
liquid asphalt must be added to
the RAP mix. Using RAP that is
consistent in gradation and asphalt
content ensures consistent quality
throughout the paved product.

"A high degree of quality control
was implemented to ensure quality
materials were characterized and
integrated in each mixture used
on the project," Plemons said.
"The consistency of the recycled
material used is evident in both
the material acceptance testing
and density acceptance testing."

Consistency Pays Off
Consistency isn't just a practice; it is
a commitment. For C.W. Matthews,
consistency at the plant and at
the job site helped ensure that the
company's use of RAP on SR 60
provided a high-quality pavement
that met GDOT's standards and
that will benefit the driving
