The Pavement Economics Committee:

A Powerful Partnership
Science-based research projects are quantifying the benefits of asphalt pavements.

op researchers from across the country are on the case to address the engineering
and environmental issues facing our partners, road owners, and the public. Formed
in 2013, the Pavement Economics Committee (PEC) seeks to develop scientific data
through research and analysis that quantifies the costs and benefits of using asphalt
pavement. A partnership between NAPA and the State Asphalt Pavement Associations
(SAPA), the PEC funds short-term, science-based research projects that examine, calibrate, and ease
implementation of the core needs of road owners and users.
PEC Philosophy

With funding raised by
NAPA and the SAPAs,
the PEC has about
$500,000 per year in
available resources.

The philosophy behind PEC projects
is to develop research-based metrics
that help quantify the benefits and
cost effectiveness of using asphalt
pavements. For instance, a nearlycompleted report from the National
Center for Asphalt Technology
(NCAT) at Auburn University is
tentatively showing that states
underestimate asphalt pavement's
initial service life in their life-cycle
cost analysis (LCCA) inputs. Many
states assume an initial service
life of 10 to 15 years for asphalt
pavements; however, this project
shows an average service life of 17.5
years based on hundreds of analyzed
pavements.
With funding raised by NAPA
and the SAPAs, the PEC has about
$500,000 per year in available
resources. "A program that produces
high quality, tangible results, such
as the PEC, is one that is easy to
support and promote. Because of
the way the PEC is structured, with

industry and SAPA membership,
it is able to get direct input from
many points of view," said Dale
Williams, SAPA Chairman and
Executive Director of the Missouri
Asphalt Pavement Association. "The
products produced by the PEC are
tailored to meet the needs of the
SAPAs as we work to promote the
advantages of our industry."
PEC deliverables have provided
support for professionals interested
in pavement design, recycling,
environmental impact, preservation,
and speed of construction. The Go to
Market (GTM) task group synthesizes
and develops supporting materials
to communicate PEC research to
different stakeholder audiences -
practitioners, owners, and the public
- as deployment materials for use by
the Asphalt Pavement Alliance (APA),
NAPA, and the SAPAs. Furthermore,
PEC research and deliverables are
used in concert with NAPA grassroots
efforts and the lobbying services of
the PEC Legislative Project to help
