The Pavement Economics Committee: A Powerful Partnership
"When a state does perform their local calibration
of the AASHTO Pavement ME Design program, I would
suggest it take a strong look at using NCAT performance
testing data to supplement their matrix of test sections
where insufficient data exists for a particular pavement
type," said John Donahue, Construction and Materials
Liaison Engineer for the Missouri Department of
Transportation. "The quality of NCAT performance data
is probably as high as any state can collect on their own."
The data from these technical reports has been
integrated into both PerRoad (http://bit.ly/2nruZHa)
software and PaveXpress (www.PaveXpressDesign.com).
The APA offers two versions of PerRoad for the design
and analysis of perpetual pavements. One uses the
mechanistic-empirical design philosophy and couples
layered elastic analysis with a statistical analysis
procedure to estimate stresses and strains within a
pavement. The second version, PerRoadXpress, is ideal
for designing low- and medium-volume roads and
parking lots. The designer chooses a type of asphalt
cement and can use defaults for traffic and soil, or input
the actual values if known.
PaveXpress is a free, web-based pavement design
tool that has more than 25,000 users in 157 nations,
two-thirds of which are in the U.S. About 5,000 people
are returning users of PaveXpress, which has been
introduced to pavement designers by about 65 percent
of SAPAs. Several states, including Washington and West
Virginia, are using or reviewing PaveXpress for use as
an official design tool, three states have changed their

structural layer coefficient for thinner layers, and about
nine states are considering changing their coefficient.

Quantifying Environmental Impact
As we become increasingly aware
of our carbon footprint,
NAPA and the SAPAs
are leading the asphalt
industry in quantifying
environmental impacts,
ensuring asphalt mixture
producers are ready and
able to meet future demand
for Environmental Product
Declarations (EPD) from
public- and private-sector projects.
Seven SAPAs report an interest in EPDs in their state and
more than half expect to see demand grow in the coming
years. In late 2017, NAPA received two requests for EPD
information in California: one from Caltrans and the
other from a LEED consultant. Caltrans is looking to
understand "what [the agency] might expect the data to
look like when [it] begins collecting the EPDs." The LEED
consultant is looking for suppliers to help an airport
project earn LEED status. Producers with completed
asphalt mixture EPDs would be considered a preferred
manufacturer for this project. The Emerald Eco-Label EPD
tool is both ISO 14025 and EN 15804 compliant, ensuring
asphalt mixtures can deliver a full credit under LEED v4
(www.AsphaltPavement.org/EPD).
