Chairman's Commentary

Our Employees Are Our Greatest Assets
It's my honor to succeed Dan Gallagher
as NAPA chairman in 2018. He has done
an amazing job for our organization in
2017 and been a great leader representing
our industry at home and abroad. As I
write this, I reflect on the last column -
"Commitment to Improvement" - that
he wrote for Asphalt Pavement magazine
in the January/February 2018 issue.
Little did Dan know that the focus of
my agenda this year is to compel all
of us to commit. Commit to quality,
commit to excellence, and, especially,
commit to safety. It's a fact that our work
environment presents its own set of
hazards. Therefore, we must maximize
our efforts to equip our employees
with only the best in resources and
technology.
The theme of last month's National
Work Zone Safety Awareness Week
was "Work Zone Safety: Everybody's
Responsibility." In 2017, after two
catastrophic accidents at my company,
Silver Star Construction in Oklahoma,
I personally committed to doing
everything I could to affect any change
possible to increase safety in our work
zones. NAPA is also dedicated to putting
a higher level of focus on safety. As Dan
pointed out in his last column, NAPA and
the American Road and Transportation
Builders Association (ARTBA) have
collaborated on work-zone training
modules on milling and paving. In fact,
at Silver Star, we've mandated that all of
our truck drivers, laborers, equipment
operators, and safety department
personnel complete this training by
the end of the year. This is just one step
in creating a safer work place for our
employees.
Our industry and our industry
partners have advanced dramatically in
the past 10 years. Many innovations have
been developed and tested by various
agencies, contractors, and suppliers
that make our job sites safer. Portable
rumble strips, remote flagging stations,
and automated photo enforcement in

active construction zones are just a few
of the advancements available. However,
we need the proper DOT specifications
and standards in place to utilize some of
these innovations. As an industry, it's our
mission to press for these and other types
of devices on all jobs where flagging is
required.
Some items, such as automated photo
enforcement in active construction zones,
do require a change in the laws in most
states. There will be opposition from
groups saying that this could infringe on
privacy; however, we must stand together
as an industry and communicate that
saving lives in active construction zones
is a serious priority. Leaders in every
state must work as a common voice to
take a fresh look at the laws and DOT
specifications. Just because a certain DOT
specification, DOT standard, or law has
been on the books for many years doesn't
mean that it is still relevant for the work
zones that we put our crews in today.
In keeping with the theme of
collaboration, I want to remind you
of the Transportation Construction
Coalition (TCC) Fly-In coming up May
15-16. This year could be a pivotal
year with the Trump Administration.
I ask everyone to send someone from
their company to Washington, D.C. for
this annual event where our industry
lobbies our legislators for additional
funding for roads and bridges. The
fly-in is your chance to have a direct
impact on the industry's future on
Capitol Hill. Although NAPA, with
its various coalition partners and
Political Action Committee, has been
aggressive in its legislative efforts to
demand congressional commitment
to infrastructure, the industry must
act in unison to express to elected and
appointed officials the importance of
highway and airport investments as well
as legislation that provides a permanent
funding solution for the Highway Trust
Fund. Consider the TCC Fly-In just one of
many opportunities to commit! AP
