Back to Basics: Quality Matters
pavements are both an engineered
and manufactured product. As
an engineered product, certain
assumptions are necessary and
inherent in the calculations and
procedures performed. When
this engineered product is
manufactured, a failure to achieve
quality may mean that these
assumptions and calculations are
violated. So, by ensuring quality we
really mean that the manufactured
pavement exhibits characteristics
and features that are consistent
with the ideal cases set forth for
engineering analysis.
Features and characteristics of
quality pavements must be first
distinguished based on whether
they relate to the pavement
structure or the material used in
this structure. With structure,
one feature relating to quality
is a uniform and accurate
pavement thicknesses. Without
this uniformity, some areas may
experience forces that are too high,
and the pavement may experience
localized failures. Like a chain, a
pavement is really only as good
as its weakest area. The public
tends to judge pavements not
by the rule of performance, but
by the exception. One also must
think about whether the layers
are well bonded. Poorly bonded
pavements magnify the forces
at the interface and pavements
can develop debonding related
cracking. Incorrect usage of tack
coats, lack of proper cleaning of the
interfaces, and construction in less
than ideal weather conditions may
contribute to poor bonding. The
exact way these factors contribute
in any given situation varies and
adherence to best practices in all
cases is important. Finally, failing
to correct known structural issues
before rehabilitating existing
pavements (thin spots, localized
drainage issues, locally high
damage, etc.) can reduce the quality
of any constructed pavement.

With asphalt concrete materials,
conformity with mixture design
expectations, such as aggregate
strength and wear resistance,
aggregate gradation, asphalt
content, volumetric composition,
plant induced oxidation, etc.,
ensure that the properties of the
material (the strength and its
inherent resistance to loads and
how these evolve over time) are
high enough to support traffic
given the structural configuration
of the pavement.
If pavement quality was as easy
as individually addressing the
structural and material quality
factors, such as those listed above
and others, we would have much
better performing pavements
than we do today. Best practices
take us far and paying attention
to the basics goes a long way, but
it may not help us prepare for
knowing when certain mixtures
are particularly sensitive to changes
in asphalt content or when certain
structural conditions are more
forgiving to material inconsistencies.
Continual engagement in emerging
research from the Federal Highway
Administration, the National
Cooperative Highway Research
Program, pooled-fund studies, and
others are important in order to
raise awareness and knowledge on
these interactions, and when they
may affect quality. The calculus
that relates all the quality factors
together for a given project is quite
complex, almost as complex as
the calculus that decides whether
a person has had their credit card
compromised. Speaking of which,
the on-hold music has now moved
on to Tom Petty's "The Waiting." I
