ensure real-world results, and
performance is closely monitored
with the same equipment that
agencies use for network-level
pavement management system data
collection. Sponsors can confidently
put concepts into practice based on
Test Track results.

Past Innovations Proven on
the Test Track
The NCAT Pavement Test Track has
been instrumental in developing
innovative pavement technologies
since its original construction in
2000. Mixes incorporating higher
percentages of sustainable materials,
such as reclaimed asphalt pavement
(RAP) and recycled asphalt shingles
(RAS), have been proven viable.
Warm-mix asphalt (WMA) was
shown to perform comparably to
HMA under heavy traffic loading.
Better mixes that extend pavement
life-including high modulus and
fatigue resistant mixes-have been
evaluated. Lower-cost aggregate
sources have been proven effective
for stone matrix asphalt (SMA),
making it more economical for
heavy traffic applications. Safer
roadway surfaces, such as opengraded friction courses (OGFCs)
and high friction surface treatments

(HFSTs), have been evaluated and
improved. Mixes incorporating
ground tire rubber (GTR) and
highly polymer-modified asphalt
have shown excellent performance
in various applications. Perpetual
pavement design methods have
been enhanced, improving the costeffectiveness of long-life pavements.
The asphalt layer coefficient used in
conventional pavement design was
increased, allowing the design of
thinner cross-sections. Laboratory
test methods have been correlated
with field performance, aiding
in the design of longer-lasting
mixes. New tack coat materials
and applications have been used
to improve durability and extend
pavement life. Highway agencies
have realized cost savings by using
Test Track findings such as these
to improve material specifications,
construction methods, and
pavement design procedures.

Two Group Experiments
The new partnership with MnROAD
expands the scope of full-scale
research to include a cold-weather
climate, making findings directly
applicable to states within a
larger geographic area. MnROAD
is owned by the Minnesota

NCAT's participating state DOT test sponsors have grown to include seven new states now that cold
weather testing is possible thanks to the MnROAD-NCAT partnership. (States in purple represent

Department of Transportation
and has been in operation since
1994. It is a real-world pavement
testing facility that includes a
3.5-mile portion of Interstate 94
northwest of Minneapolis, as well
as an adjacent 2.5-mile closed-loop,
low-volume roadway.
Currently, the NCAT Test Track
is in its sixth research cycle, which
began in 2015. More sponsors are
participating than ever before,
including seven states (Colorado,
Illinois, Michigan, Minnesota,
New York, Wisconsin, and
Maryland) that joined as a result
of the MnROAD partnership. Some
research needs are best addressed
through multiple complementary
test sections, referred to as Group
Experiments, which are typically
funded by several states. Currently,
the MnROAD-NCAT partnership
is focusing on two national
pavement research needs through
Group Experiments: pavement
preservation and validating
laboratory cracking tests.
The goal of the pavement
preservation experiment is to assist
highway agencies in placing "the
right treatment on the right road
at the right time." The experiment
will quantify the life-extending
benefits of various alternatives as a
function of pretreatment pavement
condition, providing much-needed
guidance for pavement management
decisions. NCAT began the
experiment in 2012 with a variety
of preservation treatments applied
to 25 100-foot sections on Lee Road
159, a low-volume roadway with
primarily truck traffic. In 2014,
preservation treatments were also
applied to several Test Track sections
that had reached predetermined
distress levels. Trafficking and
monitoring will continue on
these sections during the sixth
cycle. As each section returns to
its pretreatment condition, the
treatment's life-extending benefit
curve is developed.
In 2015, new pavement
preservation treatments were
placed in 0.1-mile sections on
