equivalent single-axle loads (ESALs) through the years.

ARKANSAS

US Route 167 in Sharp County

Earning its seventh Perpetual Pavement Award in nine
years, the Arkansas State Highway and Transportation
Department (AHTD) was recognized with a Perpetual
Pavement Award for a 2-mile stretch of US Route 167,
Section 19, in Sharp County, Arkansas.
The award-winning section of US Route 167 runs from
mile marker 16.8 to 18.8, between Cave City and Ash
Flat, Arkansas. The road is an important north-south
transportation route that connects several large cities in
the state, including Little Rock. AHTD build the road,
then designated as State Route 11, in 1955. The original
construction included 9 inches of subbase, 7 inches of
crushed stone, and 2 inches of an asphalt pavement
mixture surface course. The road was resurfaced in 1973
and again in 1999 with a 2-inch overlay. Another 2-inch
overlay was added in 2014.
US Route 167 has remained in good condition. It
currently carries 3,100 vehicles per day, with 12 percent
truck traffic. Over the past 30 years it has withstood a
traffic loading of more than 3,325,734 ESALs.

COLORADO

US Route 40 in Grand, Routt, and Jackson counties

The Colorado Department of Transportation (CDOT)
was awarded a Perpetual Pavement Award for a 10.5-mile
section of US Route 40 through Rabbit Ears Pass in Grand,

Routt, and Jackson counties. This is CDOT's second
Perpetual Pavement award.
The award-winning section of US Route 40 extends
from MP 146.5 to MP 157.0. The high Rocky Mountain
pass is located more than 9,400 feet above sea level
and has steep grades greater than 7 percent. The road
is frequently closed during the winter because of the
amount of snow the area receives.
Construction on Rabbit Ears Pass, named for the
summit's rabbit-ear shape, began in 1911. The road
was completed in 1917. Existing records show that the
road received a 2-inch hot mix asphalt overlay in 1988.
CDOT milled the road and placed a 2-inch overly in
1998. Despite the harsh climate, it has received no
other major maintenance in the past 18 years.
The road has an average daily traffic count of more
than 15,000 vehicles and over the past decade its
traffic loading has been approximately 690,000 ESALs.

FLORIDA

Earning its seventh Perpetual Pavement Award, the
Florida Department of Transportation (FDOT) was
recognized for a 9.3-mile section of Florida State Road
415 in Volusia County. The award-winning section of
Florida State Road 415 is a rural, two-lane arterial road
near New Smyrna Beach and runs from MP 7.446 to MP
17.590.
FDOT built the road in 1956 with 12 inches of
stabilized subgrade, 8 inches of limerock base, and a
0.6-inch surface treatment. The road was resurfaced
with a 1-inch surface course in 1981. In 1999, FDOT
again resurfaced the road, this time with a 0.75-inch
leveling course and a 1.5-inch structural course toppedoff with a 0.6-inch open-graded friction course. In
2001, FDOT milled off 2.5 inches from the pavement
and laid 1.5-inches of Superpave asphalt pavement
mixture and 1.5 inches of a dense-grade friction course.
Since 2001, Florida State Road 415 has weathered
three hurricanes, Volusia County's heavy annual
rainfall, the area's abundant sunshine, and increased
traffic. Despite it all, the road has required no
major maintenance during that time. It carries an
average of 9,000 vehicles a day, approximately 16
percent trucks. Since its construction, State Road
