Perpetual Pavement Awards

The South Carolina Department of Transportation
(SCDOT) was awarded a Perpetual Pavement Award
for a 2.6-mile section of Interstate 26 in Berkeley
County. This is SCDOT's sixth Perpetual Pavement
Award in 13 years.
The award-winning section of Interstate 26 runs
from Jedburg Road at mile marker (MM) 194.4 to
Sheep Island Road (MM 197). SCDOT originally
built the pavement between 1962 and 1963 with an
8-inch-thick sand asphalt mix base.
With this resilient, fatigue-resistant base, the
road structure has required resurfacing just twice
in 53 years. In October 1983, SCDOT resurfaced the
road with 1.36 inches of an asphalt pavement mix
surface course and 0.68 inches of an asphalt sealing
course. In March 1994, crews milled 3.5 inches from
the road and replaced the removed pavement with
2.14 inches of asphalt concrete and 1.59 inches of an
asphalt surface course. Additional work done on this
section of road at the time addressed geometric and
safety aspects of the pavement without increasing its
structural capacity.

The advantages of Perpetual
Pavements are significant.
Life-cycle costs are lower because deep
pavement repairs and reconstruction
are avoided. User delays are reduced
because minor surface rehabilitation
requires shorter work windows and can
avoid peak traffic hours. And there are
environmental benefits.

For the 12th time since 2002, the Tennessee
Department of Transportation (TDOT) was
recognized with a Perpetual Pavement Award. In
2016, the Perpetual Pavement Award was bestowed
for a 2.8-mile section of State Route 50 in Maury
County.
The award-winning section of Interstate State
Route 50 was built in two sections with most of the
road open to traffic in 1981. Construction began on
the first section of 2.34 miles (LM 21.9 to 24.24) in
1978, but only a short portion of that section (LM
23.5 to 24.24) was paved and opened to local traffic
in 1980. TDOT paved the remaining section with
5 inches of crushed stone base, 7 inches of
bituminous base (in two layers), 3 inches of a binder
course, a 1.25-inch leveling course and a 1-inch
asphalt pavement mixture surface course. The
remaining 1.6 miles were graded but left unpaved
until spring of 1981.
The second project (LM 21.36 to 23.45) included
completion of the first project, as well as a transition
to the project directly northwest (LM 21.36 to 21.9).
TDOT paved this section with 6 inches of crushed
stone base, 3 inches of bituminous base, 2.5 inches
of binder, a 1.25-inch leveling course and a 1-inch
asphalt surface course.
In 1989, TDOT resurfaced the road with 0.5
inches of leveling course and 1.25 inches of asphalt
pavement mixture. The second resurfacing occurred
in two parts. TDOT completed work on LM 21.36
to 24.02 in 2011. The work included 1.25 inches of
cold-planing of the existing surface and installation
of 1.25 inches of new asphalt. The remainder of the
road, LM 23.45 to 24.24, was finished in 2013. It
included a 1.25-inch cold-planing of the existing
surfaces, except for the shoulders. Both the travel
lanes and the shoulder were overlaid with 0.75-inch
of thin-lift asphalt pavement surface mix.
