Focus on Performance
Attention to detail results in quality that endures

Whether you call it binder or asphalt cement, the liquid
component of the typical asphalt mixture generally
makes up about 5 to 5.5 percent of the mix by weight,
but that small percentage has a significant effect on the
long-term performance of a pavement.
Putting the focus on key factors, such as binder,
is the focus for "Paving for Performance: Designed
to Perform," a technical conference hosted by NAPA
this October with the support of the Federal Highway
Administration.
Insufficient binder or one that doesn't match the
needs of a project can leave a pavement unable to
withstand the toils of time and traffic. Since the advent
of Superpave, performance grading has given us a
better understanding of how a binder will perform
under different climate conditions, but we continue to
innovate to make sure the right materials are put to best
use to meet drivers' needs.
Binder modification, for example, has become more
common, as additives like polymers and crumb rubber
are used to reduce rutting and improve resistance to
fatigue and thermal cracking. Reclaimed binder using
rejuvenators and soft binders takes advantage of the
reuse of asphalt pavements and shingles, providing
environmental and economic benefits to road owners
and the public while maximizing the use of this
valuable resource.
Clearly, paying attention to the binders we use and
how we use them makes a difference in pavement
quality. But those binder choices are just part of
engineering a pavement to perform. Deploying
balanced mix design methods will get the full
performance value out of asphalt pavements.

Optimizing the pavement design and input values
based on real-world performance data helps ensure we
get the most life and use out of a pavement without
adding to costs by overdesigning the road.
Even when it comes to economic evaluations, like lifecycle cost analysis, paying attention to key factors and
using real-world data is critical to ensuring road owners
get the sort of pavement performance they are seeking.
"Paving for Performance: Designed to Perform" will
highlight the key factors that make a big difference
when it comes to pavement performance and
drivability. NAPA's Director of Pavement Innovation
Dr. Richard Willis has an article in this issue of Asphalt
Pavement magazine outlining what attendees can expect
from the conference, and I'd encourage you to head to
Atlanta to learn from industry experts with both realworld experience and academic understandings.
Paving for Performance will give attendees a deeper
appreciation and understanding of the key factors that
go into designing high-performing pavements - from
the materials to the design and all the inputs.
Helping industry understand and apply
recommended practices is a core function of NAPA,
and we work every day to help the asphalt pavement
industry do what it does well even better. But we also
are focused on fostering innovation and putting into
practice research conducted at the National Center for
Asphalt Pavement Technology and other institutions
across the nation and around the world.
But no matter what big changes lie beyond the
horizon, today we can focus on performance. By doing
so, we will continue to deliver top quality asphalt
pavements for drivers today and tomorrow. AP
