at the plant and job site. Ideas from this committee
led to Superior winning an Asphalt Operations Safety
Innovation Award in 2015 for its use of the McCav Air
Brake Warning System.
At Lakeside, Cal Beyer said the company
emphasized its near-hit reporting; broadened
supervisory safety responsibilities, especially in
completing incident reports to identify contributing
factors and corrective actions; created a new safety
orientation video; instituted regular communications
in the form of safety alerts and risk management best
practices; and expanded safety training for production
plants to focus on electrical safety and arc flash
protection, confined space entry, and fall protection.
Beyer agrees with Mitchell that a key in developing
a healthy safety culture is to shift from a "safety as a
cop" mentality, which emphasizes active enforcement
only, to voluntary compliance through safety coaching
using positive reinforcement to drive behavioral
change. He says, "A caring culture focused on injury
and incident prevention is key. Trust is the thrust
that helps take a safety culture to new heights. Safety

culture is challenging to change. It takes resolve, time,
commitment, effort, and stamina to successfully shape
and change a safety culture."

Better Safety, Better Business
There is no doubt that there are tangible and intangible
benefits to be gained by creating a healthy safety
culture in a company. Employees going home to their
families in the same condition in which they arrived,
becoming an employer of choice, and monetary savings
- all of these benefits make the necessary commitment
and resolve from leadership worth it. Jay Winford said
it best, "If you want to be in business in the future, you
better make safety No. 1 - always above production.
Set a plan and stick to it."

PREVENTING SUICIDE

IN THE CONSTRUCTION INDUSTRY
As individual companies, NAPA members may not
be aware of the high suicide statistics reported in
the construction and extraction (C&E) industry.
The NAPA Safety Committee wants to alert
companies to this alarming statistic and direct
members to a helpful resource.
A June 30, 2016, Centers for Disease Control
and Prevention (CDC) report states that the
C&E industry is the number two industry for
actual suicides. Researchers examined suicides
in 17 states in 2012 and found the rate in the
construction industry to be 53.3 per
100,000 workers.
"We should all be keenly aware and involved
in suicide prevention because, in the end, it
is likely to touch our own lives," said Jay
Winford, Prairie Contractors Inc. Dr. Sally
Spencer-Thomas at the Carson J. Spencer
Foundation in Denver has developed a new
website, www.constructionworkingminds.org,
which is devoted to helping contractors address
this issue in their companies.
