Asphalt - The Sustainable Choice
Asphalt pavements are inherently
sustainable. A fully reusable
material, more than 99 percent of
asphalt pavement removed during
maintenance and repair activities is
reclaimed for use in new pavements.
In the 2014 construction season,
more than 75 million tons of asphalt
pavement was reclaimed for reuse,
keeping the material out of landfills.
Warm-mix asphalt, an industryled innovation, makes it possible to
create high-quality asphalt mixtures
at lower temperatures, which reduces
energy demands and increases worker
comfort and safety. For drivers, asphalt
pavements' superior smoothness
improves fuel economy, and reduces
vehicle wear and tear.
Our next step is to quantify these
sustainable attributes in a way that
is easy to understand and report
so that our customers can assign a
sustainability value to their asphalt
pavements.

Which Way Our Customers
Are Leaning
The Federal Highway Administration
has made sustainability a priority for
road owners at the federal, state, and
local level. It is embedded in FHWA's
research, programs, and policies to
educate and encourage state and local
agencies to consider sustainability
factors when making efficient
pavement decisions.
Road owners and agencies have
steadily increased the use of warm-mix
asphalt, a sustainable product. In 2014,
113.8 million tons of warm-mix asphalt
was produced. There has been a greater
than 577 percent increase since 2009,
when FHWA selected warm-mix asphalt
as one of the first technologies targeted
for deployment through its Every Day
Counts initiative.

In addition, three green
construction rating systems - Green
Globes, Greenroads, and INVEST -
have all taken steps to recognize and
reward specific sustainability properties
of pavements.
From both the public and private
sector, there is an increasing desire to
be sure that construction projects and
materials align with environmental,
social, and economic sustainability goals.

Quantify Asphalt's Sustainability
Benefits - Our Competitive Future
NAPA saw a clear need to develop a
resource for the asphalt pavement
industry that provided an accurate
life cycle assessment (LCA) of asphalt
pavement mixtures. NAPA's Pavement
Economics Committee (PEC) worked
with industry stakeholders to create an
Environmental Product Declaration
(EPD) tool, the gold standard for LCAs,
for the U.S. asphalt pavement industry.
In basic terms, EPDs are like a
nutrition label, letting consumers see
and understand what they are buying.
Instead of vitamins and minerals,
an EPD describes the sustainability
characteristics of a product. Many
industries have developed their own
EPDs, and they are increasingly
being requested by architects and
project developers. The ready mix
concrete industry recently completed
development of its own EPD for concrete
plants and mixtures.
Three states - Louisiana, Oregon,
and California - are currently piloting
the use of EPDs to determine future
transportation project decisions. The
Louisiana Transportation Research
Center is researching the integration of
EPDs for pavement LCAs. The Oregon
Department of Environmental Quality
is offering financial incentives for
concrete contractors to use EPDs; the
