responders. Similar to individuals with
ID, there also may be a parent or staff
member involved.

Tourette Syndrome: Tics are
the main characteristic of Tourette
syndrome, with 21 being vocal, some
complex. While all disabilities are
misunderstood, Tourette syndrome has
widely been mocked, specifically for a tic
known as coprolalia. Tics are frequently
misunderstood, with the medical
profession often struggling to diagnose
and treat them. This section includes an
explanation of tics with video footage to
demonstrate how they are manifested.

Traumatic Brain Injury: One of
the most complex of disabilities,
traumatic brain injuries can be
present in more than 100 ways, with
no two brain injuries being the same.
Many cases go undiagnosed, yet the
affected face challenges to varying
degrees. Emergency response plays
a major role in both immediate and
future treatment.

Blind/Low Vision: Vision loss
varies widely, with only 10 percent
of individuals unable to see at all.
Interactions with first responders take
on a whole new demeanor for these
individuals, both in approach and
communication. They will most likely

be able to provide guidance and have
assistance in ambulation, be it a guide
dog, white cane, or personal assistant.
There is a high rate of victimization
with these individuals. We also address
service animals in this section.

Deaf/Hard of Hearing: The ADA
regulates 9‑1‑1 call centers, but also has
a set guidance for law enforcement and
EMS, and the interface is significant.
Videos demonstrate how relay calls are
made in detail. The deaf community and
its culture function without external
assistance, so an understanding of how
this presents is necessary for appropriate
interaction. ASL interpreters, as well
as how and when to bring to incidents
are explained.

Dementia: Dementia is a symptom
associated with 13 different brain
disorders, the most common being
Alzheimer's disease. Calls from these
individuals can be very confusing; with
no indication from the caller or through
context that dementia is prevalent.
Wandering is a concern, with a high
death rate, especially in the Northeast.
Characteristics and caregiver roles are
defined in this section.
