composition, historical performance, and an initial assessment of remaining life. The second phase relates to obtaining a more substantial understanding of the condition of the pipes through field inspections and analysis. The third phase includes making decisions about scheduling pipe replacement, or alternatively, scheduling the next inspection. The first phase is typically carried out only once for the entire inventory, while the second and third phases are carried out in perpetual cycles throughout the life of the inventory. This approach combines existing practices with a theoretical probabilistic foundation to provide a solid framework. Field data, fortified by expert experience, are used to develop a rational decision process that is supported by the best available information. The mathematical foundation is simple enough to implement in an Excel spreadsheet. Eight principles underpin the condition assessment framework. These are: 1. A pipe comprises a relatively homogenous population of segments (typically bell-to-spigot but other jointing systems could be considered). 2. A pipe segment can require a minor repair (thereafter it is as good as old) or a rehabilitation/ renewal (after which it is as good as new). In the latter case, the original segment is considered to have failed. 3. Time to failure of a pipe segment is random, with a (assumed known) probability distribution, whose parameters are discerned through expert opinion and hard data. 4. Inspection of a pipe segment can reveal imminent failure. The higher the ability of an inspection technology to reveal imminent failure, the higher the probability of detection (POD) associated with this technology. 5. If imminent failure is not detected, the segment will fail catastrophically, with associated costs of damage and emergency rehabilitation/renewal. If imminent failure is detected, catastrophic failure can be preempted by a scheduled renewal (replacement, rehabilitation), which is cheaper than an emergency renewal. Furthermore, damage costs are avoided. 6. At any given time in the pipe life, there is some probability (which increases with age) that segments in the pipes are in a state of imminent failure. If more imminent failures can be identified through inspection, fewer catastrophic failures accompanied by emergency rehabilitation and damage costs will result. 7. As the pipe ages, more segments enter into imminent failure state. Pipe end of life is when the expected cost of catastrophic failures plus expected cost of imminent failure pre-emption become higher than the cost to replace (or renovate) the entire pipe. In consequence, the more catastrophic failures that can be preempted (with effective inspection), the more economical it is to defer pipe renewal, which by definition means the extension of pipe end-of-life. 8. Over time, more data become available on actual (catastrophic) failures as well as on preempted imminent failures. These data are used to update and refine the probability distribution of pipe segments time-to-failure. The entire condition assessment process encompasses three phases, as shown below. Phase 1: Getting Organized * * * * * * * Organization of pipe inventory database. Discernment of general characteristics of the pipe inventory. Identification and definition of homogeneous pipes. Evaluation of consequence of pipe failure Evaluation of pipe failure potential Prioritization of pipes for detailed inspection. Initial (semi-informative) determination of pipe remaining life. Phase 2: Inspection and Update * Selection of appropriate and economic inspection technology. * Interpretation of inspection results into condition sate of pipe segments. * Using updated condition state, as well as pipe failure data to update assessment of pipe remaining life.
