WHAT IS THE PIAC?
The primary mission of the AGC's Public Private
Industry Advisory Council (PIAC) is to promote dialogue with private and public owners involved in facility
construction on issues including owner needs, market
trends, industry best practices and legislation. Through
the PIAC, AGC's goal is to foster a construction industry
that is more responsive to owners' needs.
The PIAC's goals are six-fold and include:
* Providing a forum to discuss the changing needs of
owners.
* Reviewing current trends such as Building Information
Modeling (BIM), Lean construction, craft worker and
personnel availability.

With her involvement in the COAA,
AIA and AGC, she noticed that each
organization has similar interests and
challenges.
"They all want to improve and advance
the art and science of collaboration on
design and construction projects. I talked
to key players from each organization and
asked, 'Why don't we try to share what
we're doing and magnify the results and
apply a force multiplier?' This is what
Lean is: swarming, effective knowledge
sharing, and process improvement."
In guiding their Lean journey,
Klawans drafted the language and
worked with various joint committees
to formalize the tri-party MOU and then
got each organization's appropriate leadership to approve it and sign off. The
COAA signoff was completed at their
conference last November.
Since each organization strongly
believes that its efforts can be magnified
through cooperation and coordination
with each other, the AGC, COAA and the
AlA agreed to work together to improve
project-based collaboration on design
and construction projects as follows:
* Work cooperatively to advance projectbased collaboration in the industry.
* Share knowledge and promote continuing education through meetings,
conferences and education.
* Encourage members to get involved in
joint activities.
* Advocate the value of project-based
collaboration to the design and construction industry.

* Reviewing the latest in technology and methods for
its implementation.
* Providing a forum to review current legislation, regulations, codes, and enforcement actions that may
affect the industry and have long-term implications
on owners.
* Providing a means to review current contracting
practices and to encourage discussions on improving
the construction process.
* Providing a means of sharing information on workforce development, safety, OSHA compliance and
environmental issues.
