Rural Water

S

INCE 1976, THE NATIONAL Rural Water Association has been the recognized
leader of community efforts to provide safe and clean water to the residents of America's
non-metropolitan areas. NRWA was formed to provide a unified voice at the federal level
for a complex state-based grassroots movement. Our state rural water associations are
as varied and diverse as the vast nation they represent. It is almost impossible for policy
makers to grasp the different realities of running a small system in Axtell, Nebraska;
Gilman, Vermont; or Truchas, New Mexico. We can't expect a D.C. staffer, many of whom have never lived
or spent a great deal of time in rural America, to understand the issues you deal with every day - it's our job
to educate them.
The second purpose of NRWA is to provide a nationwide vehicle for grants, contracts and other funding
opportunities to create a pool of expertise and resources for small systems. Without this assistance, these
essential services are unaffordable for most communities because they lack the economies of scale. NRWA
provides this specialized expertise primarily through state associations that are constantly seeking their own
ways to meet the needs of water and wastewater systems. While state associations were initially formed
to serve rural and small member systems, their role has expanded over the years. Today, state associations
are important representatives for the industry, and provide advanced training, financial and managerial
assistance, emergency response, funding programs, regulatory input, legislative advocacy, testifying before
Congress - the list is impressive, and goes on.

An old debate has resurfaced in Washington D.C. - what is the federal
government's role in infrastructure investment? The Trump Administration is seeking "long-term reforms
on how infrastructure projects are regulated, funded, delivered and maintained." The President's 2018
budget proposal contends that, "The flexibility to use federal dollars to pay for essentially local infrastructure
projects has created an unhealthy dynamic in which state and local governments delay projects in the hope
of receiving federal funds," and offers four key principles for reform:
* Make Targeted Federal Investments - fund transformative projects with regional or national significance
* Encourage Self-Help - return both control and responsibility for infrastructure funding to the states, tribes
and local communities
* Align Infrastructure Investment with Entities Best Suited to Provide Sustained and Efficient Investment -
divest federal assets and services
* Leverage the Private Sector - use public-private partnerships to better procurement methods, market
discipline and a long-term focus on maintaining assets
