The Waterpro Apprenticeship program
will initially be tailored to water system
operations specialists and wastewater
system operations specialists. In addition,
NRWA's Workforce Advancement Center
will develop career pathways into the
water sector for high school students
and veterans, establish industry training
certifications, connect workers with
employers through a job network and serve
as an online clearinghouse for resources.
Interest in the apprenticeship programs
began in the fall of 2015 when NRWA
collaborated with the Department of Labor
and other water organizations to revise
the Water and Wastewater Competency
Model, a framework for describing the
knowledge and skills necessary to succeed
in a given industry. The updates to the
Model more accurately reflect the needs
of small water and wastewater utilities.
The new model provides a roadmap for
the ongoing development of the NRWA
Workforce Advancement Center's
WaterPro Apprenticeship programs.
Follow-up meetings at the Energy Sectors
of Excellence in Apprenticeship (SEAs) in

Dallas, Texas last summer introduced us to
the DOL's technical assistance
and reinforced our commitment to
developing and implementing an
apprenticeship program.
On November 14, 2016, NRWA and
several state rural water associations
announced the creation of the Workforce
Advancement Center in Duncan, Oklahoma.
The Center announced that it would develop
the WaterPro Apprenticeship Program, a
nationally recognized standard that will be
registered with the U.S. Department of
Labor. Then, on May 31, 2017, the National
Guidelines for Apprenticeship Standards for
water and wastewater system operations
specialists documents were submitted to
the DOL for review. The National Guidelines
for Apprenticeship Standards for water and
wastewater system operations specialists
were completed with assistance from
Shannan Walton, state director of the
Oklahoma Office of Apprenticeship and
David Gaither, regional executive assistant
for Region 4 Office of Apprenticeship, DOL.
Both were instrumental in guiding NRWA
through this process. Shannan and David,

as well as other Office of Apprenticeship
State Directors across the country, will
continue to be important resources in
the successful implementation of this
nationwide apprenticeship program at the
state level. Pending approval, it is expected
that the system operations specialist
Guideline Standards and training curriculum
will be approved and registered by this
summer. Once the standards and training
curriculum is approved and registered,
each state can begin the development
of their programs, which can be tailored
to the individual needs of each state.
Implementation of the program is targeted
to begin this fall.
The state rural water associations and
the participating utilities will be the driving
force for a successful apprenticeship
program. State associations will register
their own apprenticeship programs
following the NRWA guidelines. Dan
DeMoss, executive director for California
Rural Water Association, summarized
the program: "This will be classified as
an earn-while-you-learn program. This
program will be designed to produce
