Networking
An essential tool for the water industry

In 1976, a group

managers began the movement to create
a National Rural Water Association
to help utilities nationwide access
affordable financing from the Farmer's
Home Administration (now USDA Rural
Development), as well as comply with
the newly created Safe Drinking Water
Act. The association was founded
on the principle of "utilities helping
utilities." Since that day, NRWA has
been the original peer-to-peer assistance
organization in our industry!
The concept of peer-to-peer networking
and assistance is gaining national interest
and attention as a potential solution to
a host of perceived problems. Agency
officials and large system "thought
leaders" have been promoting a top-down
approach of assistance to what they
view as struggling, unsustainable small
water utilities. Fortunately, Rural Water
has always known that the best solutions

come from the local level, by providing a
pool of resources that would otherwise be
unaffordable to small and rural systems.
The grassroots approach works because
it is delivered by peers. Small water
and wastewater system managers face
different and unique challenges that are
not well understood by their larger utility
counterparts.
NRWA reached out to four State
Rural Water Association staff members
from across the country and asked them
what they are doing with peer-to-peer.
The following are excerpts from those
conversations. Our panelists were:

What does peer-to-peer
mean to your Rural Water
association?
Randy Norden: Peer-to-peer
networking, a carryover from the
computer industry, is a term that identifies
water and wastewater systems that are
"networked" together and, in sharing
information, can provide a network of
systems-helping-systems to remain
compliant and well managed. What
this means to Missouri Rural Water is
that we need to be a vehicle for healthy
networking to facilitate this type of
discussion and assistance and mesh it into
our existing resources.
Shaun Fielder: Peer-to-peer means
having access to other professionals in the
water sector and environmental field. On
an operations level, Vermont Rural Water
sees peer-to-peer as an important avenue
for water sector personnel to exchange
information, discuss trends, and for
