In several areas of the state, our TRWA
directors have organized quarterly utility
manager meetings where they discuss
issues they're facing, ideas and solutions.
These networks lead to systems helping
systems when one's in need.
We also provide peer-to-peer through
the work of our circuit riders every day.
Our Circuit Riders train system operations
specialists, board members, councils and
managers on a variety of issues where
they have expertise and experience. They
are also able to share best practices they
learn from other systems they visit.

What other ways can your
Rural Water association
support peer-to-peer in the
future?
Randy Norden: Technology. As
technology improves on communications,
then an association can open those
channels of communication. One must
embrace, but move away from, slow and
plodding communication methods and
adapt to innovative technology such as
email, texting, FaceTime, Hangouts, Duo
and Skype to encourage instant exchange
of knowledge. One must not forget to
allow the exchange of documents along
with instant collaboration on documents,
which expedites knowledge sharing.
Shaun Fielder: We continue to
promote information exchanges at training
sessions, conferences and other industry
events. We recommend to personnel that

they volunteer to serve on an industry
board or committee.
At conference and trainings, continue
to advocate that attendees make a point
of introducing themselves to others in
attendance. If you know of a potential
solution to the problem, speak up and
share. Network time via to peer-to-peer
connections is a good investment for the
individual and the company they represent.
Vern Steel: Because we are unique in
our industry, and small systems just don't
have the resources to provide back-up
employees and cross training due to the
small size of their workforce, it is critical
that our association continues to provide
opportunities for these system operations
specialists to network with their peers in
any format possible.
One additional thing we're doing in
conjunction with the NRWA is the roll-out
of our apprenticeship program through
NRWA and the Department of Labor.

Through this apprenticeship program,
water and wastewater systems in Utah
will be able to provide thorough and
complete training to their new system
operations specialists. This training will
be provided by our staff, as well as their
peers at other systems and experts who
are already doing these jobs. This two-year
program will also utilize new technologies
to help bring this training on-site to
these system operations specialists.
The association has been providing
peer-to-peer networking opportunities in
the water and wastewater industry in Utah
since 1980. We probably called it many
different things over the years, but you
cannot replace the valuable knowledge,
expertise, training and assistance that
Utah system operations specialists
have access to through Rural Water
associations.
Lara Zent: We are working to
expand local networking opportunities
in all areas of the state. In 2017, we
launched our leadership development
program to bring together emerging
leaders from member systems. In
addition to connecting these individuals,
it also helped increase grassroots
engagement by training new leaders in
creating new peer-to-peer opportunities.
We require each participant to organize
and implement a local project. Participants
report back that attendees are very
appreciative of the networking opportunity
and the new relationships.
One leadership program participant
initiated a quarterly utility managers'
meeting in an area where the water
systems were not getting along. The
feedback from that meeting was also
very positive and they plan to continue
them quarterly.
Another component to our leadership
program is that we match each participant
with a coach who is a proven leader
in our industry. Participants meet with
their coaches at least once in each 5-6
week program segment to discuss the
topic of that segment, the participant's
development plan and other issues.
We are working to expand to veterans
we helped place through our Veteran
Employment Program. We plan to conduct
our leadership development program every
other year, which we expect will promote
more P2P opportunities. ●
