equipment," Williams said. "That way, we
don't have to carry all our stuff there."
A recent event drew 100 attendees
to learn more about the equipment in the
hands-on exercise. "We host a few of
those each year and we try to simulate an
emergency event so people can practice,"
Williams said.
He admitted that not all states have the
same level of threat that Florida does, so
"they probably don't host as many events
as we do. But everyone is doing something
related to emergency response. It's what
we do daily."
Horne points out that the association
staff provides training on a regular
basis to utility personnel. "We include
the Alabama Emergency Management
Agency in ARWA training events and also
the association staff participates in their
training events, exercises and operation
center drills," she said. "The association
staff is also properly trained in their role
as a first responder. Annually, the National
Rural Water Association Emergency
Response Committee conducts a twoday Emergency Response training
event for nationwide state rural water
association personnel. This event offers
classroom participation but also offers
a hands-on experience in emergency
response equipment demonstrations.
The association staff is knowledgeable
and current with training certifications
necessary as a first responder."

As devastating as hurricanes like
Katrina and Matthew have been, reflecting
on what went right-and wrong-has
led to improvements in state disaster
response. And rural water associations are
right there with them.
One bitter lesson was learned with
stationary generators during hurricanes
Katrina and Rita, Credeur said. "A lot of
people lost them because of the storm
surge. Now, just about all over the Gulf
Coast and inland up Interstate 10, almost
everybody that has generators has them
on trailers where they can pull them out
of town when the storm hits and bring
them back."
The back-to-back hurricanes in 2016
provided lessons in Florida, Williams said.
"We learned that we needed to be more
self-sufficient for moving equipment. We
