neither a pot nor a window, and facing
the dilemma of either letting the system
fail, leaving people without water for their
homes, or giving the system grant money,
find themselves in a poor bargaining
position and with little recourse but to
give them the necessary funds to get
up and running once again. Of course, if
this scenario were to play out too often,
the funding pot would soon be empty; a
growing likelihood into the future.
A fiduciary is defined as a person who
holds a legal or ethical relationship of trust
with one or more other parties (person
or group of persons). Typically, a fiduciary
prudently takes care of money or other
assets for another person.
By this definition, it is the fiduciary
responsibility of the administrators and
managers of the system to see that it
is taken care of financially as well as
physically through proper O&M. However,
this typically falls to elected officials who
are often in for a single four-year term.
This not only presents a steep learning
curve, but the multitude of demands
that are associated with these offices
often makes it difficult to give a system
sustainability evaluation the proper
attention it requires.
In my experience, two good solutions
to this challenge are:
* A water system master plan (or capital
facilities plan), which is typically
created by a professional engineer.
This will assess the current condition
of the system, and then lay out a plan
to bring the immediate problems up

to standard, along with a plan going
forward to replace and enlarge the
system as it ages and the customer
base grows. It should also contain
some cost estimates to assist the
system in determining how much
they will potentially need, and give
them some guidance in setting rates
for the future. Having this plan, and
hopefully sticking to it, will not only
provide justification for rate setting,
but will also provide a bridge between
administrations as elected officials
terms expire and new people take
their place.
* Someone from outside the system
who can take the time to provide an
impartial look at costs, current and
future, then help them set realistic
rates. Additionally, as an impartial

outsider, this person can help the rest
of the council, as well as customers,
etc., understand why these rates
are necessary.
In conclusion, sometimes funding
is required, and it is not necessarily a
bad thing. However, if that becomes
the case, then the challenge is, can the
system make the loan payment and still
continue to fund a significant portion of
its depreciation? If not, then the risk is
that the system will find themselves in a
cycle where as soon as the loan is paid
off, another is needed to finance past-due
repairs and upgrades, and so it goes.
Water and wastewater systems need
to be managed as what they are - a
business that can't be allowed to fail, and
not as a hobby that can be given up when
interest wanes. ●
