able to achieve virtually every legislative
issue that it has raised," Ronnebaum said.
That includes big wins, such as a
clarification of sales tax on purchases by
municipal and rural water systems; setting
of fees for public water systems to support
the state water plan; and reimbursement
of the costs for relocating pipelines in the
right-of-way. KRWA also played a key role
in the creation of the Kansas Rural Water
Finance Authority, which has provided
more than $100 million in financing to
non-rated rural water districts and helped

set up a process so those systems could
also acquire loans from the state revolving
loan program at the same terms as
larger municipalities.
Education and technical training are also
important-especially given that water and
wastewater system operations specialists
in Kansas have approximately 25 percent
turnover annually. "Close to 1,000 new
people come to work in these utilities," he
said. "They rely heavily on the association
staff to obtain training, hands-on
assistance and referrals." The association's

Bigger picture
Agriculture-particularly beef
cattle-is big business in Kansas and
water rights are significant. KRWA and
Ronnebaum have represented the broader
industry a number of times, including a
September 2017 appearance before the
Senate Agriculture committee in which
he testified about the need to maintain
the USDA Rural Development Water &
Wastewater loan and grant programs
to help systems achieve rates that are
more affordable.
But he is far more concerned about his
work closer to home. Kansas has multiple
issues, with the eastern half of the state
"hit and miss" with water. "In western
Kansas, you can generally poke a hole
in the ground and find water," he said.
But that's not the case in eastern Kansas
where groundwater tends to be high in
manganese and iron.
Ronnebaum says, "Most smaller water
systems rely on the help and advice they
get from KRWA. They will call us before
they call the state agency. The state
agency is aware of that. I guess it might
be compared to a situation like if you have
an income tax problem, you don't call the
IRS. You call your accountant."
Helping those local rural water and
municipal systems ultimately trickles
down to helping Kansans like the dairy
farmer who sought presidential help.
It's something agencies have difficulty
doing because of staffing issues. "KRWA
staff attend the night meetings or are
out on weekends to help systems that
have immediate problems," Ronnebaum
said. "Without KRWA there, who will
go out 24-7-365? And we've done it on
Christmas. Without that service, many
of these places would make headlines
because of being without water." ‚óŹ

applications for funding to USDA Rural

Ronnebaum said.
