OGCA has spent an average of about $25,000 per year attending political events and fundraisers. This approach has served us well in developing and maintaining our profile at Queens Park in a very competitive environment. The challenge we have faced is that others with larger budgets have achieved greater access. The Globe and Mail has published a list of the major contributors, showing some unions are contributing up to $165,000 a year while also funding third party campaigns. The Premier has been adamant that participation in these events have no influence over government decisions. If so, why would organizations purchase expensive tickets with a budget of hundreds of thousands if they didn't believe that it will open access or influence the government? Ontario's political culture has become "pay to play," meaning money speaks. The system is broken and hopefully the legislative reform will balance access. Third Party Funding may remain an issue. The legislation places fundraising and spending restrictions on them but it appears that gaps remain that will allow them to collect much of the funding that unions and business can no longer contribute directly to the parties. The elimination of corporate and union contributions opens up access and provides us with an opportunity to increase our reach. OGCA's challenge is to operate inside the restrictions of the new legislation and to maintain and increases access and reach into the government. We are working with the CDAO and a lawyer to 9:56 PM provide advice on conforming to the legislation. This opinion will advise as to the opportunities to access the system and to operate legally and effectively with the restrictions. The revised strategy will be presented to the OGCA Board later this year. For the remainder of the year, the parties will be focused on maximizing fundraising returns without leaving the impression of favouritism.
