INCOMING CHAIR'S MESSAGE

I
By Paul Raboud

t will be my honor to serve as your Chairman
of the OGCA for 2017/2018. The construction
business is fast paced and entrepreneurial
and, in my view, is populated with the most
genuine and sincere people. It will be my pleasure to represent and serve our industry.
The OGCA is a unique organization in Canada
in that it represents only general contractors.
This specialization provides us with a strong
platform to provide services that effectively
meet the needs of general contractors and to
uncompromisingly represent our members to
government and to other industry participants.
Over the coming year, I look forward to emphasizing the following three initiatives:
GOVERNMENT RELATIONS: The legislative
and regulatory changes that are coming in
the next year will likely affect the construction
industry more than anything we have seen in a
generation. Changes to the Construction Lien Act
will have significant impact on every one of our
members; affecting cash flow and how disputes
are settled both up and down the contractual
chain. The OGCA will continue to have a prominent role in representing the interests of general
contractors in the development of the legislation as well as in educating our members and
providing information regarding best practices.
Ontario will see a provincial election in June
of 2018. The OGCA will have a role to play in
representing the interests of general contractors
and the construction industry as the parties
develop their election platforms. As well, much
effort will be required to work with a new or
returning government following the election.

Finally, there are many ongoing issues related
to WSIB, safety regulations, community benefits
and tendering practices to name only a few.
COMMUNICATION: While the OGCA represents solely general contractors, it is nonetheless a diverse group. Our membership is made
up of both small and large firms as well as firms
from all geographic areas of the province. It is
always a challenge to effectively communicate
with our membership to keep everyone abreast
of our activities and to effectively deliver the
many services provided by the OGCA. Over the
coming year, we would like to enhance our communication to members with regular contact
from our board and staff as well as increase our
efforts related to membership services.
SAFETY: The OGCA and its members have
taken the position that safety is not an area
where members should compete, but rather
should be a matter for collaboration. Under
the leadership of the Chairman of our safety
committee, Craig Lesurf, the OGCA has taken
a leadership role in promoting safety including through the League of Champions program,
CORTM and shared best practices. These efforts
have not only advanced the cause of safety, they
have attracted attention and elevated the profile of the OGCA within government and across
the industry. We intend to continue to promote
safety at every opportunity.
Clive and the staff at OGCA have done a
tremendous job as have the many volunteers
and board members who support the OGCA.
I look forward to working with all OGCA members
toward the advancement of our industry. ■

The OGCA is a unique organization in Canada in that it
represents only general contractors. This specialization
provides us with a strong platform to provide services
that effectively meet the needs of general contractors
and to uncompromisingly represent our members to
government and to other industry participants.
