reviews will begin this fall.
The OSTA has generated a discussion paper
and a policy document called "Innovative
Approaches to Closing the Skills Gap in Ontario."
It is designed to refocus the discussion away
from OCOT building a compliance regime and
to focus on addressing the skills gap. It is our
contribution to the consultation just launched
by Minister of Advanced Education and Skills
Development, Deb Matthews.
The major recommendations include a move
to a competency-based system over the existing
time-served. It points out that most European
countries have made this change, allowing persons demonstrating skill to move at a faster
pace to a CofQ. It calls for an apprentice to
be tested, and ultimately certified, on a set of
relevant skills. It will allow industry to respond
faster to skill shortages, and competent workers to reach their full potential sooner. The
paper was recently released and presented to
Minister Matthews.
Modernization of our trades is the theme of the
Minister's Review and presents us with an opportunity to make changes to recruitment and require
OCOT to refocus on promotion of the trades.

First reading of Bill 142 was introduced on
May 31, and we expect it will be presented for
second reading debate in the legislature in late
September or October. That will follow with a
Committee Review that will include presentations from the industry. It is at this stage that
amendments will be considered.
Our Construction Lien Act Committee, Chaired
by incoming OGCA Chairman Paul Raboud, has
conducted a detailed review and has met with
Bruce Reynolds and Sharon Vogel to discuss our
issues. They largely deal with the unintended consequences of the drafting of the legislation. We
have since provided the Attorney Generals' offi1:53 AM cials with our written presentation and proposals.
When passed, this will be a generational
change for the industry with prompt payment
and adjudication suddenly becoming features
of the payment system.
This edition of the Generals features articles
by industry experts who will educate you on the
significance of this legislation. We are making
plans to offer seminars to members and anyone
who will be interested.
OGCA will be focused on the Bill and its eventual implementation. General Contractors can be
assured that your interests are being addressed
and will be protected.
