REFRIGERATION & ICE ORFA's Original Energy Consultant Writes Memoirs By Ron Truman W hen Ontario's electricity nightmare began raising its ugly head back in the early 1990s, the Ministry of Energy turned to the Ontario Recreation Facilities Association for help in controlling energy consumption in municipalities. ORFA responded by promoting energy management to its members and incorporating energy training into the University of Guelph summer training program. Ron Truman, the consultant who brought the energy program to ORFA, has published his memoirs. He tells the story of a search for a new municipal partner for the Ministry of Energy that began when the Association of Municipalities of Ontario gave the heave-ho to the energy conservation program they had been hosting in the 1980s. The Municipal Energy Conservation Program was homeless. That led Truman on a long search for a new partner. With electricity prices relatively low, he had difficulty getting municipal organizations interested in putting emphasis on controlling energy costs. He struck out with AMCTO and the CAO's association among others. When he encountered ORFA, he recognized, "Arena managers face some of the most intractable problems in building energy management. The ice must stay frozen solid and the players cool while the spectators expect to stay comfortably warm. Lights are focussed on the ice surface, adding heat, especially when the candlepower is ramped up to permit colour telecasting of games. Add to this the fact that outside air (often warm in spring and fall) must be introduced into a huge building and you have a set of conflicting energy demands that is mind-boggling." ORFA in the early 1990s was already an exceptional municipal organization. Truman writes, "ORFA had become the most professional of organizations. Why? Because there is something that concentrates the mind more wonderfully than the prospect of hanging. That is the possibility of having to fix a big hole in your work - at centre ice while a dozen National Hockey League players, two linesmen and a referee chomp at the bit, and half the country watches on television waiting for the Stanley Cup Playoffs to resume. Many of us can remember seeing an arena manager or icemaker with a fire extinguisher patching a hole in the ice to allow the game to continue. A good measure of ORFA's success is that many of us can't remember the last time we saw it because it was so long ago." FACILITY FORUM | 37
