To be precise, the OPS "develops and
publishes a comprehensive set of standard specifications and drawings; and
manages the evaluation, classification,
and recording of information related to
materials and products," say the OPS web
site (www.ops.on.ca).
All of this documentation applies to public works, and the province's roads.
"The OPS provides municipalities with a
trustworthy set of standards and product
lists to guide their design and procurement decisions," said John Thompson,
MEA President, OWWA member and the
City of Barrie's Director of Environmental
Services. "These standards are compiled
by the people who understand the unique
climatic and environmental requirements
of Ontario's municipal infrastructure. When
you use the OPS to set technical specifications and select products for your next
project, you are using standards that meet
your municipality's needs."
"Again, you aren't reinventing the
wheel," said Rick Harms; chair of the OPS'
Drainage Committee, and Project Engineer
with the City of Thunder Bay. "By using the
OPS, you have access to a set of trusted
standards that municipalities have helped
to create, verify, and approve."

How the OPS Works
The Ontario Provincial Standards are
created, supervised and regularly updated
by 12 committees. Drawing on an OPS
membership base of 850-plus people, its

members include municipal managers/
engineers, provincial government officials,
and construction industry representatives.
The standards, which are created
by people who actually work with
Ontario's municipal infrastructure, are
built upon real-life knowledge about
infrastructure-building materials and
techniques. They are also informed by
cutting-edge progress in infrastructure
engineering and materials manufacturing, plus the OPS committee members'
on-the-job experience.
The OPS' Drainage and Watermains committees develop standards and product
lists specifically for the province's water/
wastewater management sector.
Updates to the OPS are published twice
a year (April and November), and are available online at www.ops.on.ca.
These standards provide Ontario's
municipalities with science-based
resources for designing, specifying, and
building long-lasting infrastructure either
directly or via third-party suppliers.
"The beauty of the OPS system is that
members have input into the standards
on an ongoing basis," said Thompson. "So
if there's a special case that occurs in your
municipality that requires an equipment
solution that differs from the standard, you
can make the case to include it in the next
OPS. And the standards are not static: When
innovations occur in products and engineering design, we take those into account
when we are doing the next updates."

Why it Makes Sense to Use the OPS
There are many, many good reasons for
water/wastewater municipal engineers to
use the OPS when specifying equipment
and procedures, preparing projects, and
putting out Requests for Proposal (RFP).
Here are some of them.
Commonly Understood Standards:
When municipalities use the OPS in their
RfPs, they are using standards that designers, contractors and suppliers all understand. "Everyone's familiar with the OPS,
so this minimizes the chances for misunderstandings and improves the results for
everybody," said Gary Houghton; chair
of the OPS' Watermains committee (and
Norfolk County's Director of Engineering).
Improved Confidence All-Around:
RfPs created using the OPS are founded
upon well thought-out, well-documented
specifications. This means these proposals can be issued with confidence by
municipalities, and bid upon with confidence by contractors.
Easier Procurement: Once contractors see OPS requirements being cited in
RFPs, they know what to expect and what
to provide. This makes it simpler for them to
respond to RFPs with realistic bids; smoothing the procurement process. "Because
suppliers already have advance knowledge
of the OPS, ordering OPS-specified parts
from them is a straightforward process,"
said Thompson.
