8. What is your system's
relationship like with customers?
How important is customer service?
City Utilities' mission is, "To responsibly
serve our customers and the community
beyond their expectations." Like safety,
customer service is one of our six core
corporate strategies. This strategy is to
"Maintain a highly qualified workforce
that is responsive to our customers'
utility-related needs and provide
convenient methods for doing business
with the utility." We emphasize the
importance of providing value to the
community in everything we do and at
all levels. To see how we are doing, we
perform an annual customer satisfaction
survey as well as several targeted
surveys for certain items to see where
we can constantly improve.
9. What are some operations
or pipeline initiatives that you are
currently undertaking to improve
and ensure safe, efficient delivery
of natural gas to customers? From
the early 1970s through the late 1990s,
the plastic portion of CU's natural gas
distribution system was constructed
exclusively with Aldyl A pipe. The
earlier vintages of Aldyl A in our 60 psig
system are currently being replaced
at the rate of about six miles per year
along with the associated service lines.
Because the native soil in our service
territory is rocky, we also conduct
annual leak surveys on this segment of
our system in an attempt to discover
any rock impingement leaks as early
as possible. We are also in the early
stages of implementing an Automated
Meter Infrastructure (AMI) system on
our electric, gas and water systems. The
more obvious benefits of AMI include
the elimination of manual meter reading
plus enabling remote on-demand reads.
Beyond those benefits, AMI will allow us
to more quickly and accurately identify
areas of outages and will provide more
granular usage data for our customers.
10. What federal advocacy issues
most impact your utility on a frequent
basis? As a multi-service utility, there
are a number of important issues that

can affect our community from the
Clean Power Plan, to Waters of the U.S.,
to federal broadband initiatives and
infrastructure plans. On the natural gas
side, our federal advocacy efforts mirror
the issues that are important to most
of APGA's members. APGA continues
to provide excellent representation for
City Utilities on these issues. City Utilities
managers have been able to participate
in face-to-face meetings with Federal

Energy Regulatory Commission
(FERC) commissioners along with
other APGA members to express our
concerns on issues such as Section 5
refund authority and electric and gas
harmonization.
