The Importance of
Getting Involved with
State and Local Building
Code Developments

O

ver the past several years, we have seen our national energy policy evolve into being a subsection of the
larger effort to force ideologically-driven environmental policy. There have been numerous efforts to
discount or discredit the economic and environmental benefits of the direct use of natural gas. Some of the
most dramatic examples can be found in the Department of Energy's (DOE) proposed energy efficiency
standards. However, another area that is often times overlooked is the development of national, state and
local building codes.

In the world of code development,
there are two primary code
development organizations in the
United States: the American Society
of Heating, Refrigerating and AirConditioning Engineers (ASHRAE), and
the International Code Council (ICC).
The general rule of thumb is the ICC
develops standards for the residential
construction segment, and ASHRAE is
responsible for the commercial building
segment.
The ICC develops the International
Green Construction Code (IgCC), the
International Fuel Gas Code (IFGC) and
the International Energy Conservation
Code (IECC) as well as many other
codes. Because the ICC is the main
source of standards for the residential
construction segment, they impact how,
where and when natural gas can be used
in a home. An overwhelming majority
of our state and local jurisdictions
already use some version of the ICC's
model codes.
The IFGC is responsible for outlining
the installation of natural gas lines. The
codes are based on safety standards and

have a huge impact on how natural gas
services a home or building.
IgCC is the first model code to include
sustainability measures for the entire
construction project and its site - from
design through construction, certificate
of occupancy and beyond. The code is
"billed" as being more efficient, reducing
waste, and having a positive impact on
health, safety and community welfare.
Many times, groups will use the IgCC to
advocate for an environmental agenda

that severely limits or outright bans the
use of natural gas equipment.
IECC addresses energy efficiency
in several areas including cost savings,
reduced energy usage, conservation
of natural resources and the impact of
energy usage on the environment.
Some of the major contributors to
the ICC codes are the American Institute
of Architects (AIA), ASHRAE, U.S. Green
Building Council (USGBC) and a large
number of energy efficiency advocates.
