Public Gas Utilities: A Move
Forward with New Trends,
Policies and Technologies
When policies change and trajectories are altered, resilient and creative responses are needed. This issue of
THE SOURCE highlights some of the trends, activities and the application and deployment of new technologies
that serve to demonstrate how well public gas utilities respond to an ever-changing environment.
For example, in May, President Trump announced the U.S. will exit the Paris Agreement on climate change.
This represents a significant departure from the last 20 years or more. Whether or not the science of climate
change came into play in his decision to exit the climate deal, President Trump stated the U.S. cannot be
party to an agreement that is unfair to American companies, workers, families, and taxpayers. One thing that
is environmentally friendly, as well as eminently fair, affordable, abundant, and accessible to most American
consumers is the direct-use of natural gas. APGA is all about promoting the direct-use of natural gas.
In this edition, Tom Tanton writes about a recent study he performed for APGA on the levelized cost of
electricity (LCOE). The LCOE is "a measure of a power source which attempts to compare different methods
of electricity generation on a consistent basis." While LCOE is used to help identify technology preferences in
public policy, it has not yet been used to include alternatives to electricity. Including alternatives, such as the
direct-use of natural gas, is a perspective that can be very important to augment APGA's advocacy when we
promote the direct-use of natural gas.
APGA will re-initiate its strategic planning efforts during our fall meeting. We have retained Bill Liss from the
Gas Technology Institute to be our facilitator. In his article, Bill provides an overview of the natural gas landscape
we currently see, and why it is important to periodically evaluate our vision and plan for the future.
While we continue to wait for the U.S. Department of Energy to decide how it wishes to proceed on the
furnace rulemaking, APGA has taken a number of steps to pursue a determination of two product classes
(condensing and non-condensing). Also in this edition, we highlight NGVAmerica's Second Annual NGV
Road Rally, provide information about how to grow revenue without capital, and introduce our new partner:
HomeServe. We are very pleased with our new partner, and you will find this article provides information on
how APGA members and their customers can benefit from this new partnership.
Finally, it is important for all members to recognize some highlights we achieved through a very successful
year under the leadership of our APGA Chairman Jim Hodges: seamlessly transitioning to a new general
counsel; successfully restoring APGA's annual Operations Conference; securing broader industry support for our
Direct-Use Task Group; and, effectively promoting the high value and service public gas utilities deliver to the
communities we serve.
While an extraordinary engineer and outstanding public gas utility manager, after working with Jim over the
last 12 months, I find him more to be an incredibly warm, bright, and generous person. It's been my privilege
and honor to serve with him since last July. Jim consistently and always offered APGA volunteers, staff and
others endless and genuine encouragement and support. Thank you, Mr. Hodges!
While Jim has set a very high bar, our incoming chair, Greg Henderson, is fully up to the task. Greg has
penned his first At Last article, located on page 40. Greg has served APGA on almost every committee and
in most volunteer positions, including four years as Treasurer. I am confident in saying that no one has ever
stepped into the APGA chair with more knowledge, experience, and respect from other members than Greg.
With Greg's leadership skills, as well as those of his committee chairs who volunteered to support him during his
tenure, APGA is poised for another very good year.
