Office for Interoperability and Compatibility,
U.S. Department of

Homeland Security
John Merrill has spent decades working to
improve public safety communications. Since
March 2014, he has served as the director of
the Department of Homeland Security (DHS)
Office for Interoperability and Compatibility
and as program manager for the Next
Generation First Responder Program. Merrill
joined DHS in 2007, serving as a senior policy
and technical advisor on GPS interference,
detection, mitigation and radio frequency
spectrum management.  Prior to joining DHS,
Merrill had a distinguished career in the U.S.
Coast Guard.
Throughout his career, Merrill has led a
number of efforts, some in close collaboration
with APCO, to assist the public safety community in improving first responder technology, voice and data interoperability and
mobile app security. He has also championed

the testing of first responder equipment, networks and systems in both laboratory and
field environments. His dedication is having
a positive impact in terms of better equipping
and supporting the public safety broadband
responder of the future.
