In short, harmonization of these
regulations would solve a lot of the
problems associated with stewardship programs that were started with
the best of intentions. Over the past
two years, retailers working in partnership with manufacturers have
stepped into the breach to eliminate
some of the problems.
“For too long,” says Chant, “we
have expected governments to come
up with solutions to the complexity

of problems that we face. They’re
never going to do that. Governments
don’t sit back and ask ‘how do we
make things more efficient?’ They
don’t ask ‘how can we work with our
fellow provinces to make the world
a better place for business?’ Equally,
we have not been working on solutions until recently.”
One of the most promising new
initiatives is the Electronic Products Recycling Association (ERPA),
which is based in Mississauga,
Ont. and was created in 2011. The
board includes senior executives
from Hewlett-Packard, Dell, Sony,
Toshiba, Staples and Retail Council

of Canada. The association’s fulltime president is Cliff Hacking, a
former vice-president with HewlettPackard.
ERPA hasn’t as yet been able to
convince the provinces to harmonize their definitions or fees, but has
launched a project aimed at simplifying the reporting process and the remittance of recycling fees. Last year,
the association began to set up one
national portal for member registration and reporting.
“The electronics program is working very well,” says Bois. “Instead of
filing reports to eight different provincial websites with eight different
