RCC 5OTH ANNIVERSARY ADVOCACY

ADVOCATING for the rights of retailers and the overall inter-

ests of a strong and prosperous industry is often a thankless
and grueling endeavour, fraught with red tape, legal issues and
negotiations that can last decades. Fortunately for Canadian
retailers, Retail Council of Canada (RCC) has been the association that has time and time again stood up and fought for these
rights and interests, often in the face of adversity and challenge.
To celebrate 50 years of RCC advocacy, we take a look back
at some of the work that the association has done on behalf
of retailers to help make running their businesses a little less
about minding the government and more about serving the
customer and operating a profitable establishment.
When the association was formed in 1963, it was done so as
a result of a mutual understanding among many of the country’s large department stores that there was a need for a body
that could guide and provide an unapologetic retail-first position on the issues that affected retailers and their businesses.
Thus, Retail Council of Canada was born.

associations including the Merchant Associations across Canada, specifically Retail Merchants of British Columbia, Retail Merchants
of Alberta and Retail Merchants of Manitoba.
This helped expand RCC’s reach and the voice
of the industry as a whole. It was also a decade that witnessed the association’s heavy involvement with respect to negotiations of the
General Agreement on Tariffs and Trade and
the North American Free Trade Agreement.
Changes and more changes

As the industry and supply chain continued
to change through the 1990s, retailers began
to emerge as significant importers. To protect
their interests, RCC became heavily involved
in securing members’ ability to import goods.

For the past half-century, Retail Council of Canada has ensured that a strong
collective retail voice is heard concerning issues that affect the industry most.

In the beginning

Membership to the association grew steadily early on
thanks to RCC’s commitment to provide four core services for
its members—lobbying activities, intelligence on public policy,
educational programs and money-saving services. These are
four core services that the association continues to provide
to its members and has consistently enhanced and built on
through the years.
In the 1970s inflation soared, influencing consumer spending and retail businesses everywhere. Coupling this with a Food
Prices Review Board that issued 60 reports and 160 recommendations throughout the decade and the introduction of import
quotas meant that the association’s agenda was consumed. It did,
however, manage to establish a formal food division in 1974 to
represent the unique interests of retailers offering food product.
Today RCC operates a Grocery Division, bringing the original
vision more than 40 years ago full circle. In addition, the association played a pivot role in the development and implementation
of UPC codes and bilingual packaging requirements.
The 1980s represented very heady times for RCC. It was now
a well-established entity within the industry and began en-

It did this by successfully defending the industry against anti-dumping claims and by
eliminating a certain number of import tariffs on finished goods—work that continues
to this day. In addition, the association also
played a pivotal role in the development of
privacy legislation and voluntary ethical
sourcing guidelines, preventing the Federal
Government from imposing harmonized taxin pricing in Atlantic Canada, and the Competition Tribunal Hearings that compelled
the Interac organization to re-structure its
Board of Directors to include a broader range
of network stakeholder directors.
In 2002, Canadian Payments Association
debit voluntary codes were developed to address the inability of Canadian payments
companies to compete fairly for the business of merchants, lack of accountability and
transparency. RCC played a key role in ensuring that this happened. In addition, the asso-
