program harmonization and cost efficiencies
across jurisdictions in areas such as privacy,
consumer protection, fraud prevention, price
accuracy, health and safety, and sustainability. It also started operating a retail safety
group, formed a Retail Organized Crime Task
Force, won a long battle against proposed federal levies on MP3s, cellular telephones and
computers, formed the Independent Retailer
Task Force to study the needs of small merchants and launched the ‘Stop Sticking It To
Us’ campaign, establishing a coalition of likeminded associations representing more than
250,000 businesses across Canada to fight
increasing credit card merchant fees and the
introduction of new American-style debit
products into the Canadian market.

level. At the municipal level, RCC has been successful in expanding Sunday shopping hours in New Brunswick, avoiding restrictive plastic bag regulations in the City of Toronto and establishing a national framework that will guide our advocacy on
infrastructure renewal, both with municipal and regional bodies
and also with provincial governments. At the provincial level,
RCC has continued to make progress on harmonizing stewardship (recycling) frameworks across the country. At the national
level, the association’s focused on reducing members costs and
enhancing the industry’s reputation through the reduction of
tariffs on imported goods, responsible sourcing and have partnered with Health Canada to provide Canadians with information on healthy lifestyles through the new Eat Well campaign.
Into the future

Going forward, RCC will continue to build on advocacy
successes within six pillars of activity—labour, finance, store
operations, food and product safety, health and wellness and
sustainability—and continue to work towards our advocacy
goals of lowering members cost of doing business, enhan-

What have you done for me lately?

In recent years, the association has committed to increasing advocacy efforts in Ottawa
to lobby for the elimination of import duties
on finished goods, harmonized provinciallylegislated Extended Producer Responsibility
(EPR) waste diversion programs and a postponed date for the phase out of the penny
until after the holiday season. In addition,
RCC pressured the Competition Bureau to file
charges against Visa and MasterCard for anticompetitive practices, and played a key role in
the Canadian Payment Task Force, resulting
in the development of rules and regulations
in the payments sector which allowed retailers
to benefit from greater competition, a stronger
voice and lower costs. And, more mergers and
acquisitions took place following the dissolving of CCGD, with the establishment of RCC’s
Grocery Division. And, just last year, RCC orchestrated one of the most significant industry
gatherings, leading a delegation in Ottawa as
part of its Retail Wraps up the Hill initiative,
speaking to politicians at every level about
the needs and rights of retailers and forming
stronger relationships with government.
The first half of 2013 has seen Retail Council
of Canada achieve a number of key advocacy
wins at the municipal, provincial and federal

country, recognizing and addressing precedent-setting regulations and ensuring the retailer’s voice is heard on issues
that meet these criteria. Throughout the remainder of 2013
and beyond, RCC will be focussing its efforts on finalizing
Canada’s new Anti-Spam Regulations; continuing our lobby to ensure that governments do not use the need to fund
infrastructure renewal as pretext for introducing unacceptable new revenue tools; ensuring that retailers continue to
have flexibility in administering eco fees and that legislation
facilitates harmonization; working with federal government
on several tariff-related issues; keeping on top of changes to
consumer and food safety regulations; and continuing the
fight on the payments file.
It doesn’t require a great deal of analysis looking back to
determine the value of RCC in advocating for the industry and
the interest of its members. The association’s work in ensuring
that retailers remain competitive and strong and unencumbered by burdensome government legislation and regulation
and that they are freed to do what they do best—run their business—is immeasurable in its worth. And members can rest assured that it will continue to stand up and fight for their interests in the years and decades to come.
