one-time fix for a supply chain requirement for the Executive Order. The
reality, however, is that we know this is now a new normal; one where
the increasing cyber risks and requirements are going to co-exist with
a very different way of working.
We believe the most successful organizations will use the COVID-19 crisis
as an opportunity to build a truly robust, programmatic plan of action to
create a sustainable, proactive OT security approach-one that can scale
and adapt as new challenges arise, rather than organically going from one
requirement to the next. But how will they do this?

At this time of incredible stress on the system with the challenges of
COVID-19, the coming Executive Order requirements, as well as the growing
OT threats, energy cybersecurity teams should take the opportunity to step
back and create a long-term strategy. Create a solution that allows for the
long-term sustainability in a world of increasing demands and decreasing
resources. Create a solution that allows for consolidated visibility, automation and aggressive action to achieve what might have been thought of as
too difficult without a crisis like this to force action. 

HOW TO ACHIEVE A PROGRAMMATIC APPROACH
TO OT CYBERSECURITY
First, they will create a cybersecurity roadmap against a consistent standard that can be measured and assessed. The roadmap should include a
timeline of improvements. It should be flexible to continually progress, but
also recognize that new realities may emerge that adjust the specifics of
the initiatives, but not the overall objective.
Second, they will establish a cybersecurity platform approach to their
technology. One of the biggest challenges of IT security is that the tools
and technologies grew organically over time so that the vulnerability management tool doesn't seamlessly integrate with the patching tool or the
network management tool, or the SIEM. Now, new technologies are needed
to somehow tie all of this together. Successful OT security will be built by
selecting a platform that can evolve with new security requirements-one
that can integrate as new requirements emerge. But that provides a single
pane of glass to manage efficiently and effectively. This will be essential to
achieving security without breaking the bank.
Third, successful companies will question some of the "accepted
wisdom" and bring OT and IT teams together, looking for things that
CAN be done in OT, not just what CANNOT be done. For instance, there
is a pattern that says security software agents cannot be deployed in
OT. In fact, we've been deploying just such an agent for over a decade
with absolutely no negative impact on operations. Another example
is the notion that you cannot do effective risk management in OT
because of a lack of true OT endpoint management. Again, the answer
is you can, if you do so with the right approach. There are many of
these. Overcoming the challenges we face in OT requires the need to
question accepted wisdom.
