In the early 1970s, Buddy Cockrell
learned about spray polyurethane foam
while working as a project manager for
a large mechanical insulation contractor. In 1979, Buddy left that industry to
cofound RPC Industries, Inc. in Hampton
Roads, Virginia. RPC Industries, Inc.
maintains a select network of customers the company has worked with for
over 30 years, developing specialties
in commercial roofing and insulation,
asbestos and lead abatement, metal siding and roofing of industrial buildings
and applying spray foam to the marine,
industrial and commercial markets.
Starting, maintaining and navigating
the challenges of a small business can
prove a daunting task for any aspiring business owner, but varieties of
resources exist specifically for veterans. The Center for Veterans Enterprise,
a part of the Department of Veteran
Affairs, established a goal for 12 percent of contracts to go to veteran-owned
small businesses (VOSB) and 10 percent of contracts to go to service-disabled veteran-owned small businesses
(SDVOSB). The VA has worked to surpass

those goals for several years, and the
VA helps organize the National Veteran
Small Business Engagement conference
each year for VOSB and SDVOSB networking and professional development.
Bryan T. Heldreth, RPC Industries,
Inc.'s vice president and founder of the
JACKCRETE division of the company, can
attest to Cockrell's drive to successfully
run a business. Heldreth's mother and
Cockrell were childhood best friends,
and when Heldreth was born, Cockrell
visited his mother and the newborn.

"To say I've known him my whole life
is not an exaggeration," Heldreth said.
"I consider him family. When I was
finishing college, I knew I would only
work in the small business world, and
Buddy reached out to me and informed
me that he was at a point in his life
where he wanted to make an exit strategy for RPC and was uncomfortable with
selling the company. He said, 'If you're
interested in running RPC, I am interested in staying on to help you learn
about the industry and get this company
up and running under your leadership.' "
Cockrell's leadership focuses on two
key principles: structure and freedom.
Cockrell sets high expectations for
performance and success, but allows
his employees the freedom to discover
and make mistakes and learn from them
organically. RPC's veteran staff tends to
quickly work their way up the ranks,
Heldreth said, allowing them to use the
leadership skills learned while serving.
"The ability he has to run a business and build an organization where
he is willing to let go of control and not
micromanage is something most people
don't have," Heldreth said. "He is always
willing to sit back, watch you make mistakes and watch you learn from those
mistakes without reprimanding you for
them. He's having everyone learn the
