t he m ajor 's PE R S PEC TI V E Opportunities and Challenges on the Horizon By Lanny Bennett W ell, it's the start of another new year and with the overwhelming ballot support for Proposition 7 in the November 3 election, Texans voted a whopping 83 percent in favor of Prop 7. The state's investment in road and bridge construction will increase by $2.5 billion per year starting in the fall of 2017. The funding will be stable and reliable which means the industry will be able to hire more workers and purchase more equipment. Asphalt producers and suppliers will see more tonnage for Hot Mix than ever before and more miles of seal coat being let in Texas. This New Year also brings challenges, or as some like to say, opportunities to our industry. With the revision of Item 300 concerning the use of REOBS and PPA in liquid binders for Hot Mix Asphalt and the introduction of the proposed SPG specification for chip seals, this coming season will certainly draw much attention to the performance and testing of the material. The TXAPA Major Associate Members have begun a pro-active effort in 2016 to communicate concerns and offer solutions to our partners and customers. During the TXAPA Annual January Membership Meeting, the Major Associate Members had an overflow crowd for our meeting which lead to great discussions on a host of topics. TxDOT and our group were very active last year working on many changes to our specifications and test procedures. One of our priorities is to increase our communication with our partners. We started that in early February with a meeting with Jerry Peterson, TxDOT's Director of Asphalts and Chemicals. Mr. Peterson updated the Major Associates on all of our important topics including the progression of the proposed SPG Binder specification. Mr. Peterson invited the group to participate in another session of round-robin testing in order to obtain useful data for the project. Mr. Peterson continues to be a great partner in quality and was invited back for another meeting later in the year. President Cayetano Silva, III has announced that TXAPA will conduct 30 Partners in Quality meetings this year. While that is an arduous task the Major Associate Members appreciate the effort and look forward to participating in these meetings.
