As such, a recent Corporate Treasurer
Workshop hosted by Euroclear discussed the practical issues that arise
when starting and operating a repo
programme, as well as the fundamental
drivers. Treasury professionals from a
wide variety of international corporates
asked diverse questions to active repo
market participants - buy- and sellside - ranging from initial approvals to
sophisticated applications.
Before questions were invited two of
the treasury managers already active
in triparty contrasted the challenges of
obtaining board approval with the more
complex task of setting up the legal
underpinnings for repo activity.
The treasurer from one of the leading
pharmaceutical companies prepared
for discussions with his risk committee
by drafting a short document that anticipated possible questions. Effectively
he pre-empted concerns using input
from counterparty banks. On the other
hand, a treasurer from a leading hotel
group presented repo in terms of a
deposit with the added security of highquality collateral, emphasising repo's
similarity - but superior security - to
existing options.

Any corporate treasury activity is subject to a robust and closely monitored
set of internal controls, informed by a
risk management framework, typically
agreed at board level. Indeed, increased
corporate participation in repo stems
in part from heightened counterparty
risk concerns and the constraints of
concentration limits in the post-crisis
environment. Moreover, the receipt,
valuation and overall management of
collateral in return for cash in a repo
transaction can introduce processes
and concepts unfamiliar to treasury
staff more comfortable with traditional
cash and liquidity management options
and responsibilities.

Although the search for yield and the impact of regulatory reforms
are encouraging more frequent corporate activity in the repo markets
- supported by evolving tri-party service offerings and the increased
availability of reporting and workflow tools - no new market is plain
sailing.
