tion lights. Under any restricted visibility situation always navigate
with extreme caution while keeping a sharp lookout for lights and
signals of other vessels. Paddle craft must display a white light.
When at anchor in restricted visibility every vessel must ring
the ship's bell rapidly for five seconds every minute. Vessels less
than 12 meters (39 ft.) in length that can't give this signal must make
some other efficient sound signal every two minutes. This does
not apply to vessels less than 20 meters (65 ft.) anchored in an
approved special anchorage.
Responsibilities between vessels:
Who has the right of way?
Vessels with a lower priority must keep out of the way of vessels
with a higher priority unless being overtaken.
Highest Priority
a. A vessel not under command (unable to maneuver)
b. A vessel restricted in its ability to maneuver**
c. A vessel engaged in fishing*
d. A sailing vessel
e. A power driven vessel
Lowest Priority
*A vessel engaged in fishing does not include fishing with trolling lines or other apparatus
which does not restrict maneuverability. (ie. Sport Fishing)
** A power driven vessel pulling a water skier, tube etc. is not considered restricted
in its ability to maneuver. It is still considered a power driven vessel.
*** Manually propelled craft should stay out of the way of power driven vessels and
operate in shallower waters.
As a recreational boat operator plying the waters of New York's
harbors and rivers, you should be aware of the maneuvering characteristics
and limitations of large commercial vessels, particularly
in congested areas.
As a general rule, it's best to avoid hampering the progress of
any large vessel even if you believe you have the right of way. Keep
in mind that large vessels are restricted to the deeper navigable
channels whereas your boat may safely operate in relatively little
water. If you feel that you must stay within the marked channel due
to your draft, always observe good seamanship and keep as far to
the right side of the channel as is safe and practical for your vessel.
