Analysis: Arboriculture How Changing Regulations and Technology Can Impact Property Maintenance and Design The science of arboriculture has to do not only with the care and maintenance of trees, but also with ensuring the safety of individuals and property by creating a safe, user-friendly environment. New technology is also allowing consulting arborists to provide more creative solutions for developers and landowners in managing tree landscapes, containing costs, enhancing projects, and minimizing liabilities. Until recently, trees and vegetation have typically been given little consideration on many civil engineering and architecture projects other than to keep or remove them. Developers and landowners tended not to call on a certified arborist during the development of a property, and tree preservation or removal was left to landscape architects and design engineers to manage. Now with the emergence of new state and municipal regulations for tree and forest management, as well as continued emphasis on environmental concerns such as location-appropriate planting, arboricultural expertise has become increasingly relevant. Sustainable Planning Leads to Cost Management Understanding site conditions can be critical to the success of a landscape. Removing native vegetation on a development site and then replanting can result in large outlays, while preservation can often lead to savings in development costs. Developers and landowners must also consider whether or not trees can be preserved successfully after a project is completed. If the trees are not able to withstand the change in environment that development can cause, or if the new landscaping is inappropriate for the location, the resulting remediation costs can be high. Developing a sustainable plan, as well as scheduling periodic reviews, provides an opportunity to assess tree health and impact on the surroundings, yielding a number of benefits. Developers and landowners can limit possible injury and liability resulting from tree failure or mishaps due to sight line obstructions at intersections. Developing a plan can also help owners create more effective and often more cost-efficient maintenance. Trees and plants that are more suitable for their environment tend to have lower maintenance costs, such as those associated with irrigation, fertilization, and pruning. By working with an arborist, developers and landowners can also better navigate new regulations intended to promote the preservation and maintenance of existing trees and the development of more effective landscapes. Application of Technology In addition to proper planning, new visualization software and a global positioning system (GPS) network can help owners and arborists better understand current and future tree stands. Developers and landowners continue to specify trees and vegetation that have been historically viable in their areas. However many arborists are recognizing the impact climate change is having on a region and its vegetation. For instance, Canadian Hemlock trees have been planted extensively throughout New England and the Mid-Atlantic region, yet climate change has affected their range. Landowners may want to consider other native trees, such as Red Maple, Sugar Maple, Sycamore, Willow Oak, and Southern Red Oak.
