The Walter Reed National Military Medical Center expansion, which was named the 2011 Project of the Year, New Construction by the U.S. Green Building Capital Region, was completed in less than three years and prior to the BRAC deadline using design-build.
In Bethesda, Maryland, a design-build expansion of the Walter Reed National Military Medical Center was completed last year for the U.S. Naval Facilities Engineering Command. Under contract to lead designer HKS, Dewberry assisted the joint venture of Clark Balfour Beatty with civil engineering, landscape design, anti-terrorism/force protection, and surveying services at the historic site. The well-coordinated effort involved the 560,000-square-foot outpatient America Building, the 165,000-square-foot inpatient Arrowhead Building, an addition to the existing hospital, two secure entrances, and two parking structures. Also a BRAC initiative, the new 1.27-million-squarefoot Fort Belvoir Community Hospital in Northern Virginia was delivered through an Integrated-Design-Bid-Build (IDBB) process that featured comprehensive partnering among designers, contractors, the U.S. Army Corps of Engineers, and other agencies. The IDBB approach called
for frequent coordination between architects, engineers, and contractors during design, increasing constructability and improving accuracy in scheduling and cost estimating. The team, which included Dewberry, HDR, and the joint venture of Turner Construction and Gilbane Building Company, delivered the project in five years and three months—approximately half the typical schedule for a project of this magnitude. At the local and state level, public-private partnerships and ambitious design-build efforts have benefited several infrastructure and facility development projects. A major addition to the medium/maximum-security Rappahannock Regional Jail (pictured on page 6), Virginia’s largest regional jail, was one of the first projects to be completed under the Public-Private Education Facilities and Infrastructure Act (PPEA). The PPEA process enabled Dewberry and Balfour Beatty Construction to
