Mule Creek State Prison Expands
California Facility Adds Beds, Rehabilitative Program Areas

Rehabilitation (CDCR) recently opened two new housing
Designed to LEED®-Silver certification and California
facilities and expanded areas for rehabilitation programs
at the Mule Creek State Prison in Ione. The Mule Creek
Infill Complex, which accommodates 1,584 beds in six
dormitory-style housing units, relieves overcrowding
at the prison and adds 94,000 square feet of education,
training, and counseling space.
Enhanced Training
Dewberry served as the design architect for the
medium-security, dormitory-style housing units and the
"Work Zone/Work Change" buildings, which include
educational space and a food packaging facility for job
training, as part of a design-build team led by Hensel
Phelps. Dewberry also designed detention and security
electronics for the entire 90-acre infill complex.
"The activation of these beds is key to remaining
below the federal population cap," stated CDCR Secretary
Scott Kernan at the dedication. "The medical, mental, and
rehabilitative space in the new facilities helps give our
inmates a constitutional level of care."
The new dormitory-style housing adds
1,584 beds in six medium-security units.

Green Energy Code standards, the $331 million project
began in early 2014 and was completed in February 2016,
with the design-build delivery trimming two months
from the schedule. Dewberry previously completed
another design-build project for CDCR with Hensel
Phelps in California: the DeWitt Nelson Conversion,
which involved the renovation and expansion of the
former DeWitt Nelson Youth Correctional Facility in
Stockton to create a new adult health care institution.
Dewberry and Hensel Phelps have also increased
jail capacity for Stanislaus County with a two-phase
expansion of the county's public safety center in Modesto,
California. The design-build effort added three special
housing units; a medical/mental health unit; a health
services unit; a security administration center; and an
intake, release, and transportation center.
