Statement
PACDL's stated mission is "to educate, advocate
and inspire by providing support for criminal
defense lawyers, promoting effective competence,
leveling the playing field and protecting freedoms."
Most PACDL members have attended its continuing
legal education programs and understand that
PACDL is the premier provider of professional
education for criminal defense lawyers in
Pennsylvania. Many members also recognize the
daily informal education that occurs on PACDL's
Listserv. There is no question that PACDL is fulfilling
its mission to educate Pennsylvania defense lawyers.
Many PACDL members may be less familiar
with its mission to advocate and the methods by
which it seeks to accomplish that mission. The
PACDL Platform Committee solicits policy proposals
from the members that are then researched,
recommended to the Board of Directors, and voted
on for adoption by the membership at the Annual
Meeting.
These PACDL platform planks become the
guiding principles upon which the efforts of
our Advocacy, Rules, Amicus and White Collar
Committees are directed. The amazing efforts and
incredible successes of our Amicus Committee have
been much heralded by our Board of Directors.
While the successes are not nearly as immediate or
identifiable as those apparent in an opinion from

the Pennsylvania Supreme Court, the Advocacy,
Rules and White Collar Committees have labored
and collaborated to testify for grand jury reform,
probation and parole reform, expanded and more
accessible expungements, and sentencing reform.
While these issues, and many more, are
deserving of our advocacy, certain areas of
advocacy deserve special attention because they
strike at the heart of the freedoms that PACDL
and its members seek to protect. In January 2019,
the PACDL Board of Directors decided to prioritize
its advocacy towards the problem of mass
incarceration. I recently instituted the PACDL Mass
Incarceration Task Force to move forward with the
Board's advocacy directives.
The Task Force's initial examination of
Pennsylvania's mass incarceration statistics quickly
revealed the scope of the morass:
1. Pennsylvania has the fifth largest population
of incarcerated people;
2. Pennsylvania has the third largest population
of people under criminal justice control,
meaning either incarcerated or on probation
or parole supervision;
3. Pennsylvania has more people on parole than
any other state in the country, and the highest
rate of parole with over 1,100 per people per
100,000 on parole supervision; and
