Opening
Statement
I
t is my privilege to serve as PACDL's 23rd
President. Initially, I want to thank our
membership, Board of Directors and Officers
for their continued service to PACDL. I will look
to maintain the momentum our Association has
gained under my predecessor-presidents and our
transformative Executive Director, Beth Winters.
By way of brief introduction, my practice is
based in West Chester, where I started my career
in the Chester County Public Defender's Office.
My going-away plaque from the PD's, which still
hangs in my office, noted my ability to dress well
and hit a softball. (I was ok in the courtroom too).
I have been in private practice for over twenty
years and am a partner at MacElree Harvey, Ltd. I
am married with two middle-school aged children
who are typically unimpressed by my new office,
as evidenced by their refusal to refer to me as "Mr.
President."
Being a diligent, conscientious and committed
criminal defense lawyer is rewarding. What we
do is important. Our practices are also frequently
frustrating, exhausting and anxiety-inducing.
PACDL is a vital support to each of us through the
combination of resources and camaraderie which
it alone can provide.
I will be accessible to the members of PACDL.

One of the things I value most about our
Association is its ability to help people in times
of crisis. That might take the form of getting
individuals quickly to the right lawyer on the
other side of the Commonwealth, even the
other side of the Country. Or, it could mean
getting an attorney being ganged up on by
a prosecutor and judge the information and
resources they need to level the playing field.
Don't hesitate to reach out to me, or any of our
Officers, Board Members or Past-Presidents for
help.
Having practiced criminal defense for over
twenty-five years, I have learned a few things
about our profession. First and foremost, we
don't like being told what to do. Criminal
defense attorneys, whether working in
private or public practice, are independent
and opinionated. That's what makes us so
interesting at cocktail parties. It can also make
us difficult to manage. Here's where I'm going
to need your help: PACDL is founded on the
principle that we are stronger advocates for
our clients, indeed for the entire criminal
justice system, when we work together toward
common goals.
I will ask that you consider not only availing
