Investigations Increasing
Due to COVID-19
I
t appears that in the wake of the COVID-19
crisis, state Attorneys General across the
country are concentrating their attention and
investigative efforts on a wide scope of criminal
conduct, and as a result, are implementing new
initiatives and directives. This article will provide
the most recent trends as of mid-April 2020
related to state Attorneys General investigations
ranging from consumer protection and fraud
enforcement to health care compliance to
traditional criminal offenses-all linked to the
COVID-19 outbreak.
Consumer Protection and Fraud Enforcement
There is no doubt that there will be a low
tolerance for alleged fraud, false claims and
deceptive business practices flowing from the
COVID-19 outbreak. Attorneys General are now
using an all-hands-on-deck approach to address
complaints that cover a variety of businesses and

industry sectors. Many state Attorneys General
are even teaming up with local federal agencies.
In Pennsylvania, the United States Attorney
for the Western District of Pennsylvania Scott
W. Brady and Attorney General Josh Shapiro
formed a joint federal and state Western
Pennsylvania COVID-19 Fraud Task Force to
investigate and prosecute coronavirus-related
fraud.1 The Task Force will be supervised by
a special COVID-19 fraud coordinator and an
Executive Deputy Attorney General with the
intent to use the collective power of federal and
state law enforcement to launch investigations
into several different types of scams that occur
on-line as well as in-person. Task Force members
also include representatives from the Federal
Bureau of Investigation, the U.S. Secret Service,
the U.S. Postal Inspection Service, Immigration
and Customs Enforcement/Homeland Security
