together from the very onset, we can
assist productions with finding the
right locations, navigating the permit
process, hiring necessary crew, and
cooperating with related agencies to
assist the production from a state and
local level.
"Proper planning and good
communication during preproduction
sets the stage for a successful production," he continues. "Of course, there
are times when things don't go according to plan, and when this happens the
film office is there to do what we can
to assist productions during filming.
As with preproduction, good communication between the film office and
production facilitates our ability to
assist the production at any point they
need assistance - it's difficult to step
in at the last minute when something
needs to be done if we haven't been
involved up to that point."
While bringing in outside
projects, film commissions also
support their regional emerging and
established filmmakers. Commission
staffs assist high-budget commercialproduction companies, documentarians, independent filmmakers and
students alike. Barton Weiss - an
educator, award-winning independent
film- and video-maker, and longtime
director of the Dallas VideoFest -
has relied on various film agencies
throughout Texas for his work. He
notes, "Janis Burklund has been
running the Dallas Film Commission,
which has been a consistent advocate
for film and TV in the city. Janis found
locations for my students at [the
University of Texas at] Arlington, and
helped us get permits and access to
locations, like train stations, that we
could never do on our own."
Iowa-based
documentarian
David O'Shields seconds the notion
that a film commission can make
access to big-city locations possible for
even a tiny crew. "The [Massachusetts
Film Office] was most helpful with a
piece produced for Tufts University in
2016," he offers. "Cinematographer
Bill Carlson and I needed guidance

and assistance with permits, transportation, parking and location scouting for those 'magic hour' shots that
are so critical to our work."
Commissions also help connect
local filmmakers with productions
coming in from out of state. For example, Oregon-based director of photography Tyler Maddox shares, "Southern
Oregon Film and Media has been a
great way for me to get on board with
the bigger shoots that come into town.
These are always great and welcome

because they allow me to work on
good projects and still sleep in my bed
at night. In the last year or so, we've
had a Land Rover/Travel Channel
spot, a Discovery Channel pilot and a
John Deere commercial come to town
that I worked on. These gigs usually
come with a cinematographer, so I
usually end up as B-camera [operator]
or second-unit director of photography."
