Earl Mahfuz, treasurer of the Georgia Department of Transportation, says

firm Post, Buckley, Schuh & Jernigan Inc. PBS&J , a multidisci- plinary
firm with 70 offices in the United States, says some engineers are not
com- fortable working on public-private initia- tives because they
represent a departure from engineers' traditional role in road
construction. In the past, contractors followed the lead of engineers. But
with public-private initiatives, contractors, designers and engi- neers
work more closely together to create the plan. Despite any misgivings,
Jordan says the initiatives are an emerging market that his firm plans to
pursue. Despite being an advocate, Jordan estimates that less than 10
percent of engi- neering firms are likely to be partners in public-private
