The level of objection expressed for the
ﬁve admonitory norms - Inattentive Administration, Developmental Disregard, Wielding Unfair Advantage, Misleading Marketing,
and Inappropriate Personal Relationships
- was somewhat less than that expressed for
the inviolable norms. Participants clearly indicated that behaviors comprising both sets
of norms are inappropriate; the difference is
in how they should be handled. Violation of
inviolable norms requires formal administrative intervention whereas transgression of
admonitory norms can be handled informally
by an administrator recommending change
or improvement. In other words, neither inviolable nor admonitory norm violations are to
be ignored; some response by an administrator is warranted. Because there is not universal agreement on the admonitory norms, it is
critical to discuss them and set institutional
expectations. Failure to do so can harm the
welfare of students, staff, the department, and
the institution.
The ﬁve admonitory norms described
here, combined with the six inviolable norms
(Hirschy et al., 2015), provide behavioral
boundaries for new and continuing staff in

HRL. They can be used to shape on-going
training and development programs. Department leaders could survey their staff and
compare those results to these from a national
sample. Graduate preparation faculty can use
these ﬁndings to help set expectations with
students preparing for careers in higher education and student affairs, especially those
in HRL. Based on these views of ACUHO-I
members, the association can review their
standards, ethical principles, and policies for
their alignment with member perspectives.
HRLPs have a great deal of autonomy
combined with role ambiguity. This leaves
them potentially vulnerable to poor decision
making, particularly in settings where close
relationships are fostered and boundaries are
unclear. Lacking clear parameters and expectations, HRLPs may use their own personal
codes to justify behaviors that many agree
are inappropriate. Communicating shared
behavioral expectations can help protect
the welfare of students, staff, the department and institution, and other clients and
promote the establishment of positive norms
that avert harm to all stakeholders in housing
and residence life.
