23 continUed FAcilities When It Rains, It Pours mitigation In the end, both Tulane and Iowa met their time goals. Iowa was able to open Mayflower Hall with temporary offices, staff apartments, and minimal first-floor public space. The remaining public space on the first floor and 39 first-floor beds gradually became available throughout the course of the semester. Representatives of both campuses expressed immense pride in the housing staff who put in countless hours bringing the buildings back to life. An important piece of any recovery process is mitigation – making plans to protect important building systems to ensure that similar problems don’t occur in the future. Unfortunately, both at Iowa and Tulane, the residence hall repair effort didn’t immediately include mitigation. As Brantley comments, “Only one residence hall has mechanical systems under the building; those systems were replaced but not mitigated. The building will be renovated as part of Tulane’s master plan, and the mitigation work will be done then.“ At Iowa, future flood mitigation will depend on the Army Corps of Engineers’ work on the Iowa River and Iowa City’s work to raise the level of a major city street, both running directly outside Mayflower Hall. Sometimes, when it rains, it pours, and there’s not much anyone, including college and university officials, can do to avert a natural disaster like a flood. We can, however, ensure that the damage is limited to the flood itself and not extended by poor indoor air quality. On its Web site (www.epa.gov/iaq/ ), the Environmental Protection Agency (EPA) highlights the amelioration of indoor air quality as one of the most important parts of the recovery process, noting that “failure to remove contaminated materials and to reduce moisture and humidity can present serious longterm health risks. Standing water and wet materials are a breeding ground for microorganisms, such as viruses, bacteria, and mold. They can cause disease, trigger allergic reactions, and continue to damage materials long after the flood.” Only thorough cleaning, dehumidifying, and disinfecting – followed by rigorous assessment of indoor air quality – can re-create a safe and healthy environment. tS Von Stange is the director of university housing at the University of Iowa in Iowa City.
